Former UK Defense Minister Sir Gerald Howarth seems to think so as he uses this exact claim to justify NATO boots on the ground in Ukraine.

    The plan was to carve Russia up into little corrupt statelets that could be easily extracted from–but at the last minute in 1999, Putin was placed in office and the plan started going sideways shortly after.

    Where the list comes in is that there were more countries slated for destruction than just 7, with Russia being one of them. It does appear that the plan got bogged down when the intended attack on #7 (Iran) was thwarted at least in part by CENTCOM commander admiral William Fallon and some other of the old guard:
