How can a Dept. of Govt Efficiency be operating before the president who will establish it has been sworn into office? Trump’s govt shake-up must have taken many months or a year or two of pre-planning so that what is being done and has been done already, whatever it is, will survive any legal challenges. Maybe Biden has issued secret executive orders to allow for it all? He just couldn’t stop grinning when he heard Trump was elected and every time he was reminded of it thereafter.
