I don’t think most of the general public understand how damaging sex abuse is to a child. It is permanently life-changing. He can cope, but it has taken something about how he sees the world and how he sees himself away from him forever.

First-time sexual abuse of a child deserves 30 years, since the perp will get out in 15 on parole. Second-time should be life in prison with no parole. If the abuse includes penetration of any orifice, then the death penalty on first offense would be fair, since the life the child would otherwise have had is gone forever.

All prisoners should serve their terms in the prison designated for whichever sex they were at birth. There should be no exceptions to this rule, neither for mental illness nor for so-called self-identity or transgendering.
