They definitely were intended for a psychological effect. The author probably wanted the President to link his military actions with Christianity in his mind, not that he probably needed much help.
Or, more cynically, perhaps these were linked to perpetuate the myth that Bush was a misguided, well-intentioned Christian, and not a blood-drinking amoral satanist.
