Woman Who Invented Credit Default Swaps is One of the Key Architects of Carbon Derivatives

Bloomberg notes that the carbon trading scheme will be largely centered around derivatives:

The banks are preparing to do with carbon what they’ve done before: design and market derivatives contracts that will help client companies hedge their price risk over the long term. They’re also ready to sell carbon-related financial products to outside investors.

[Blythe] Masters says banks must be allowed to lead the way if a mandatory carbon-trading system is going to help save the planet at the lowest possible cost. And derivatives related to carbon must be part of the mix, she says. Derivatives are securities whose value is derived from the value of an underlying commodity — in this case, CO2 and other greenhouse gases…

Who is Blythe Masters?

She is the JP Morgan employee who invented credit default swaps, and is now heading JPM’s carbon trading efforts. As Bloomberg notes (this and all remaining quotes are from the above-linked Bloomberg article):

Masters, 40, oversees the New York bank’s environmental businesses as the firm’s global head of commodities…

As a young London banker in the early 1990s, Masters was part of JPMorgan’s team developing ideas for transferring risk to third parties. She went on to manage credit risk for JPMorgan’s investment bank.

Among the credit derivatives that grew from the bank’s early efforts was the credit-default swap.


I Live in a Van Down by Duke University

I have a good friend who did something like this for a year as he finished his PhD. He slept under his desk in his lab and “bathed” in the women’s bathroom during early AM hours. (Men, in case you don’t know, the women’s bathroom is usually much cleaner than the men’s.) He bought an AC/DC mini fridge and cooked in the lunch room where his lab was at the university.

Facing the prospect of being (really, no joke) homeless after he finished, he briefly considered enrolling in another PhD program at a different university.

It worked out in the end. He managed to maintain appearances at some hell hole senior software engineering job for a couple of years and now he’s married. He and his wife bought a 15 acre farm. Their strategic exit from the rat race is nearly at hand.

Coordinated Bombings in Baghdad Kill at Least 121

A series of devastating car bombings rocked Baghdad on Tuesday, killing at least 121 people and wounding hundreds more, according to preliminary accounts by witnesses, the police and hospital officials.

Five bombs in all, including at least three suicide attacks, struck near a college, a court complex in western Baghdad, a mosque and a market and a neighborhood near the Interior Ministry in what appeared to be a coordinated assault on the capital.

The blasts began shortly after 10 a.m. and reverberated through the city for the next 50 minutes, sending enormous plumes of black smoke into the air.


Discredited Claim that Saddam Hussein Could Unleash Weapons of Mass Destruction Within 45 Minutes Came from Taxi Driver

An Iraqi taxi driver was the source of the discredited claim that Saddam Hussein could unleash weapons of mass destruction within 45 minutes, a Tory MP claimed today.

Adam Holloway, a defence specialist, said MI6 obtained the information indirectly from a taxi driver who had overheard two Iraqi military commanders talking about Saddam’s weapons.

The 45-minute claim was a key feature of the dossier about Iraq’s weapons of mass destruction that was released by Tony Blair in September 2002. Blair published the information to bolster public support for war.

After the war the dossier became hugely controversial when it became clear that some of the information it contained was not true. An inquiry headed by Lord Butler into the use of intelligence in the run-up to the war revealed that MI6 had subsequently accepted that some of its Iraqi sources were unreliable, but his report did not identify who they were.

Today, in an interview with the Daily Mail, Holloway said the key piece of information about 45 minutes came from an Iraqi officer who was using a taxi driver as his own sub-source.

“[MI6] were running a senior Iraqi army officer who had a source of his own, a cab driver on the Iraqi-Jordanian border,” said Holloway, a former Grenadier Guardsman and television journalist.

“He apparently overheard two Iraqi army officers two years before who had spoken about weapons with the range to hit targets elsewhere in the Middle East.”

Holloway made his comments to coincide with the publication of a report he has written claiming that MI6 always had reservations about some of the information in the dossier but that these reservations were brushed aside when Downing Street was preparing it for publication.

According to the Mail, Holloway says in his report: “Under pressure from Downing Street to find anything to back up the WMD case, [MI6] were squeezing their agents in Iraq for anything at all.

“In the [MI6] analysts’ footnote to their report, it flagged up that part of the report describing some missiles that the Iraqi government allegedly possessed was demonstrably untrue. The missiles verifiably did not exist.

“The footnote said it in black and white. Despite this the report was treated as reliable and went on to become one of the central planks of the dodgy dossier.”

Holloway claims that MI6 was not to blame for the fact that the footnote was ignored. “It seems that someone, perhaps in Downing Street, found it rather inconvenient and ignored it lest it interfere with our reasons for going to war,” his report says.

There is an amazing story in Ha’aretz today on the “pro-Israel” litmus test that determines who is permitted to serve in the United States government. Here’s the sort of lede you’re not likely to read in the New York Times or Washington Post:

Every appointee to the American government must endure a thorough background check by the American Jewish community.

In the case of Obama’s government in particular, every criticism against Israel made by a potential government appointee has become a catalyst for debate about whether appointing “another leftist” offers proof that Obama does not truly support Israel.”


Millions in U.S. Drink Dirty Water

More than 20 percent of the nation’s water treatment systems have violated key provisions of the Safe Drinking Water Act over the last five years, according to a New York Times analysis of federal data.

That law requires communities to deliver safe tap water to local residents. But since 2004, the water provided to more than 49 million people has contained illegal concentrations of chemicals like arsenic or radioactive substances like uranium, as well as dangerous bacteria often found in sewage.

Regulators were informed of each of those violations as they occurred. But regulatory records show that fewer than 6 percent of the water systems that broke the law were ever fined or punished by state or federal officials, including those at the Environmental Protection Agency, which has ultimate responsibility for enforcing standards.

Studies indicate that drinking water contaminants are linked to millions of instances of illness within the United States each year.

Jobless Professionals Learn How to Ask: Paper or Plastic?

Mara Proctor used to design limestone hearths and columns for luxury homes near Kansas City, drawing on her college education and six years of training.

These days, she’s leading customers around a store that sells sculptured snowmen and Santa figurines.

It isn’t by choice. Until a few weeks ago, Proctor was among the record 5.9 million Americans who have been jobless for at least six months. Now she belongs to a subset of that group: Out-of-work professionals and managers, engineers and teachers who have turned, in desperation, to holiday-season jobs as sales clerks.

Retailers report a surge in applications this year from professionals who had never applied for such jobs before.

“You’ll find Wall Street stock brokers and small business owners trying to find temporary retail jobs during the holidays,” said Ellen Davis, vice president of the National Retail Federation.

The pay is low, the jobs temporary. And the work is hardly equal to their experience or expertise. Yet the nation’s unemployment crisis left these people jobless so much longer than they’d expected that many count themselves fortunate to have anything.


FBI Informant Hal Turner: Judge Declares Mistrial

A judge declared a mistrial Monday in the case against a New Jersey blogger accused of making death threats against three federal judges in Chicago because they wrote a ruling supporting gun control.

The mistrial came after the jury sent two notes — one during its first day of deliberation on Friday and another on Monday — saying it was hopelessly deadlocked over charges Hal Turner threatened to kill or assault a federal judge. A retrial was scheduled for March 1 in Brooklyn, where the case was moved based on a change-of-venue request.

Prosecutors had argued that Turner knew his Internet tirade, which insisted the judges ”must die,” could provoke violence by members of his radical audience. The defense likened Turner to a ”shock jock” and argued he was expressing an opinion protected by the First Amendment.

The only juror to speak to reporters afterward, truck driver Richard Gardiner, said the jury voted 9 to 3 in favor of acquittal, with the majority seeing the government’s case as weak. He said he held out for a conviction because he ”did think it was a threat.”

Turner, 47, of North Bergen, N.J., left the courthouse without commenting.


Brussels Gives CIA the Power to Search UK Bank Records

THE CIA is to be given broad access to the bank records of millions of Britons under a European Union plan to fight terrorism.

The Brussels agreement, which will come into force in two months’ time, requires the 27 EU member states to grant requests for banking information made by the United States under its terrorist finance tracking programme.

In a little noticed information note released last week, the EU said it had agreed that Europeans would be compelled to release the information to the CIA “as a matter of urgency”. The records will be kept in a US database for five years before being deleted.

Critics say the system is “lopsided” because there is no reciprocal arrangement under which the UK authorities can easily access the bank accounts of US citizens in America.

They also say the plan to sift through cross-border and domestic EU bank accounts gives US intelligence more scope to consult our bank accounts than is granted to law enforcement agencies in the UK or the rest of Europe.

In Britain and most of Europe a judge must authorise a specific search after receiving a sworn statement from a police officer.

This weekend civil liberties groups and privacy campaigners said the surveillance programme, introduced as an emergency measure in 2001, was being imposed on Britain without a proper debate.

Shami Chakrabarti, director of Liberty, said: “The massive scope for transferring personal information from Europe to the United States is extremely worrying, especially in the absence of public debate or parliamentary scrutiny either at EU or domestic level.

“No one is saying that allies should not co-operate, but where is the privacy protection? Where are the judicial safeguards in such a sweeping scheme?

“This looks like yet another example of lopsided post-9/11 compromise and of the ease with which temporary emergency measures are foisted on us permanently.”

US counter-terrorism officials say the data-mining programme aims to trace the transactions of people suspected of having ties to Al-Qaeda.


RAND: A Stability Police Force for the United States

Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army’s Military Police. The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.
