These operations are designed to compromise targeted individuals from foreign governments in order to turn them into intelligence assets. This is what the CIA (and every other intelligence agency) does every day.
It appears that this psychopath took his work home with him. Yes, friends, cases officers are psychopaths. I’m sorry if you think otherwise and have respect for what these people do. They’re psychopaths. They lie and compromise people. That’s their job description. So, while everyone jumps up and down about his crimes, his file is probably full of praise for the times he videotaped his assigned targets raping the women, video taping it all and then using the “evidence” to coerce the target into selling out his country.

The CIA’s station chief at its sensitive post in Algeria is under investigation by the U.S. Justice Department for allegedly raping at least two Muslim women who claim he laced their drinks with a knock-out drug, U.S. law enforcement sources tell ABC News.
The suspect in the case is identified as Andrew Warren in an affidavit for a search warrant filed in federal court in Washington, D.C. by an investigator for the State Department’s Diplomatic Security Service.
Officials say the 41-year old Warren, a convert to Islam, was ordered home by the U.S. Ambassador, David Pearce, in October after the women came forward with their rape allegations in September.
According to the affidavit, the two women “reported the allegations in this affidavit independently of each other.”
Amero Could Result from Crisis: ‘The New World Order Is Upon Us’
January 29th, 2009I don’t know about you, but when I see the phrase, “New World Order” bandied about on the mainstream sites like it’s a new flavor of TicTac, I have to wonder if people know what this actually means.
The New World Order used to be something that people like me would read about in books that were never in stock in the local book store. We had to special order them. (Unless you happened to live near a book store that focused on unusual stuff.) The New World Order was talked about on radio shows that broadcast in the dead of night, after the alien guy went off the air. The New World Order was the butt of jokes: “Are you a conspiracy theorist who believes in the New World Order? HAHAHA. And Black helicopters? HAHAHA.” etc.
When I went to college, and majored in International Relations, I wasn’t expecting to hear much about this stuff. On the contrary, I encountered heaps of what ignorant people refer to as conspiracy theory as part of my coursework. Is it conspiracy theory if you have to write papers and take exams on things like the World Order Models Project, the Club of Rome, global federalism, multilateralism, economic interdependence, system transformation, the United Nations and its failed predecessor, the League of Nations? Many of the professors were members of the Council on Foreign Relations. Go to see a guest speaker and it was Such-and-Another from the Royal Institute of International Affairs. The next week’s speaker, General Bob, was Assistant Deputy Director of Death and Mayhem at the Legion of Doom before becoming an adviser to the Trilateral Commission. Oh, and Kevin, by the way, can you help out at the World Economic Forum next month? The elite don’t hire people to do work there, they just ask students to do it for free. There might be some free food in it for ya’, so what do you think? It’ll look great on your CV.
Sorry, I have to joke about it now because the whole thing was incalculably dumb and such an incredible waste of time and money… Near The End (graduation), I thought, “Maybe I’ll try to get a job stamping shit in passports.” (That means working for the U.S. Foreign Service.) I went to register for the exam and the only thought in my head was, “Oh eff this.” How was I going to be able to bend my conscience enough to maintain appearances in that show if I damn near broke my liver getting the degree???
So, I saw both sides of it. I was one of the greasy “conspiracy theorist” slobs who read comic books and William Cooper. Then, I took a couple of steps down the path to a career in Elite Enabling by getting that silly degree. But looking back on my brush with the New World Order, the thing that sticks out is just how blah and bland it was at that level.
Indeed, you can be looking right at a factory for globalist zombies and not even know it. Look no further than your closest large university with an International Relations program. What you’ll see there are a bunch of people wearing sensible shoes and reading the New York Times and Foreign Affairs. Many of them will drive Volvos and have subscriptions to National Public Radio. There will be an occasional person in a military uniform. The scene will not look too weird at all. But spend a few years in that environment and then tell me that there’s no such thing as a New World Order.

The New World Order is upon us, full of hope, promise and a fair amount of fear. In our recent discussion regarding the direction of our country, we noted the risks of catering to conventional wisdom and the implications for the U.S. dollar.
The Minyanville mantra is to provide financial news you need to know before you know you need it. That’s a fine line to walk, as foresight often flies in the face of mainstream acceptance.
In 2006, it seemed counterintuitive to forecast a “prolonged socioeconomic malaise entirely more depressing than a recession.”
For years, the notion of an “invisible hand” was conspiracy theory until we learned that the Working Group on Financial Markets was a central policy tool. And now, as we gaze across our historically significant horizon, we must open our minds to thoughts and ideas that may seem foreign to folks conditioned by the past and stunned by the present.
Currency crossroads
As governments take on more risk — as they price assets on behalf of the market and transfer debt from private to public — the common denominator, or release valve, becomes the currency.
If our economic condition is allowed to take medicine in the form of debt destruction, the greenback will appreciate, and asset classes as a whole will deflate. If we continue to inject drugs that mask symptoms rather than address the disease, the likelihood of a seismic readjustment increases in kind.
The deflationary forces in the marketplace are pervasive, and the “other side” of our current equation, hyperinflation, may be years away. Given the magnitude, breadth and pace of the global financial epidemic, however, we must explore each side of the twisted ride.
Years ago, the Federal Reserve wrote a “solution paper” regarding the need to combat zero-bound interest rates. The concern was the flight of capital from the U.S. and an option discussed was a two-tiered currency, one for U.S citizens and one for foreigners.
Canadian economist Herbert Grubel first introduced a potential manifestation of this concept in 1999. The North American Currency — called the “Amero” in select circles — would effectively comingle the Canadian dollar, U.S. dollar and Mexican peso.
On its face, while difficult to imagine, it makes intuitive sense. The ability to combine Canadian natural resources, American ingenuity and cheap Mexican labor would allow North America to compete better on a global stage.
Experience has taught us, however, that perceived solutions introduced by policy makers and politicians don’t always have the desired effect.
Unintended consequences
I’ve long contended that, much like the Internet prophecy proved true — but not before the tech crash — so too would globalization, albeit not without painful-yet-necessary debt destruction.
To get through this, we need to go through this. If we’re not allowed to go through it, foreigners will seek alternative avenues. Remember, for holders of dollar-denominated assets, seeds of discontent have been sowing under the surface for years, with the greenback off 30% since 2002.
More likely than not, global leaders will watch how our new administration attempts to tackle the financial crisis before taking drastic steps. They understand that co-dependent risk exists as a function of the derivatives that interweave our financial infrastructure. If they could disassociate from our economic ecosystem without inflicting massive damage on themselves, they would have done so long ago.
If forward policy attempts to induce more debt rather than allowing savings and obligations to align, we must respect the potential for a system shock. We may need to let a two-tier currency gain traction if the dollar meaningfully debases from current levels.
If this dynamic plays out — and I’ve got no insight that it will — the global balance of powers would fragment into four primary regions: North America, Europe, Asia and the Middle East. In such a scenario, ramifications would manifest through social unrest and geopolitical conflict.
This particular path isn’t something one would wish for, but the cumulative imbalances that steadily built in our finance-based economy must be resolved one way or another. Therein lies the critical crossroads we together face as our wary world attempts to find its way.
Scary? Yes. Probable? Not so much, at least for the time being. Possible? Certainly, although I’ll again offer that it could take years before the pieces of this prickly puzzle fall into place.
Effective money management dictates weighing the entire probability spectrum of potential outcomes and factoring them into our decision making process. While the notion of a seismic currency shift may seem obscure, we must respect the possibility long before it becomes front-page news.
For if we’ve learned anything through the last few years, proactive thought provocation is a necessary precursor to effective preparedness.

A noxious tide of toilet paper, raw sewage and chemical waste has transformed Dubai’s most prestigious stretch of shoreline into a foul-smelling health hazard.
A stretch of the exclusive Jumeirah Beach — a magnet for Western tourists and home to a string of hotels — has been closed. “It’s a cesspool. Our tests show too many E. coli to count. It’s like swimming in a toilet,” said Keith Mutch, the manager of the Offshore Sailing Club, which has posted warnings and been forced to cancel regattas.The pollution is a blow to Dubai’s reputation as an international holiday destination offering almost guaranteed sunshine and clear seas.
The debate over who is to blame is also turning toxic, pitting the city’s wealthy expatriates against local authorities, who have been criticised for failing to stop lorry drivers dumping human and industrial waste into the ocean.
The row also illustrates how Dubai’s rapid development threatens to outpace the Emirates’ ability to enforce environmental standards, angering the foreigners that the boom town seeks to attract. Mr Mutch first detected trouble during a walk on the beach last summer. “The stench was unbearable and the water was a muddy brown. There was toilet paper in the sand,” he recalled.
He traced the sludge to a storm drain, buried behind a pile of rocks near the dock. It was spewing effluent into the sea. He followed the drain several kilometres inland to the Al Quoz industrial area, which houses the cement, paint and furniture factories that have helped to fuel the city’s rapid growth.
There he discovered that dozens of sewage lorries carrying human waste from Dubai’s 1.3 million inhabitants emptied their tanks into storm drains such as the one leading to the sailing club. The drains, all connected, were built to carry excess water that falls during Dubai’s short rainy season.

Warning Over Collapse in Capital Flows

The Institute of International Finance, the global organisation of major banks, predicted an almost unprecedented collapse in world economic growth and capital flows.
It became the first major global institution to forecast a full-scale global contraction in 2009, predicting that the economy would shrink by 1.1pc.
IIF chief economist Philip Suttle said: “This is the worst period since the interwar years. The global growth backdrop is very difficult. We foresee a contraction in 2009 in the global economy of over 1pc.”
He also expects rich economies to contract by 2.1pc – the worst peacetime output since the 1930s.
Private flows of capital into the emerging world are set nearly to dry up in the next year, the IIF predicted, dropping from $928.6bn in 2007 down to $465.8bn in 2008 and then to $165.3bn the following year.
As a result the current account deficits in emerging Europe will more than treble in the coming year, from $30bn in 2008 to $117bn next year.
The forecasts shed light on the likelihood that the current financial crisis transmutes into a severe worldwide recession of the kind that has not been seen since the Second World War. Asia is likely to suffer a worse downturn than during the Asian financial crisis, the report indicated.
The IIF was meeting ahead of the World Economic Forum in Davos, and Mr Rhodes warned that the growing concern this year was the rise in protectionism. He said: “There is a tremendous need to keep trade lines open. If you start seeing – with everything else we’re talking about – the reduction of trade lines on top of that, then you really have a problem.
“I’m hopeful that at the Group of 20 meetings [this March in London] participants will understand that we must keep trade flowing; that it’s key to growth going forward. But the risk remains that we will return to beggar-thy-neighbour policies – and the last thing we need is to break the world apart in that way.”

Tax Refunds Now on Hold in California

ABC News has learned that tax refunds are now on hold in California for the first time in state history, according to the state controller’s office.
“Unfortunately, we have asked the California Franchise Tax Board not to send over tax refund claims beginning today because we will not be able to process them and have them out the door by Feb. 1 when a 30-day delay in tax refunds goes into effect,” Hallye Jordan, spokeswoman to California State Controller John Chiang, tells ABC News.
During the 30-day delay, the controller’s office estimates that a combined 2.74 million California individuals and businesses will have their tax refund delayed.
The controller’s office estimates that the delay in tax refunds will free up $1.99 billion over the next month to pay for education, debt service, and other payments that legally have first claim to state funds.
California has had no money in its general fund for the past 17 months, and has been paying its bills by borrowing from Wall Street and special internal funds.
If the state’s legislators and governor do not reach a budget agreement that brings immediate funds into the state’s coffers, the state’s borrowed funds will be entirely exhausted at the end of February, according to the controller’s office.
Man Kills His Wife and Five Children Then Faxes Letter to TV Station that Concludes with Masonic Code Phrase; Kills Himself Minutes Before Police Arrive

Even as the birth of octuplets at Kaiser Permanente Bellflower Medical Center drew attention and applause from around the country, questions arose Tuesday about whether the mother’s doctors did enough to prevent such a risky pregnancy.
The chances that the eight babies born Monday were conceived naturally are infinitesimal, infertility specialists and doctors in maternal-fetal medicine say. Today’s reproductive experts have the tools and the know-how to avoid such high-risk pregnancies — and often try desperately to do so.
“When we see something like this in the general fertility world, it gives us the heebie-jeebies,” said Michael Tucker, a clinical embryologist in Atlanta and a leading researcher in infertility treatment. Tucker added that in his opinion, “if a medical practitioner had anything to do with it, there’s some degree of inappropriate medical therapy there.”
“You should have blown your brains out.”
That’s an interesting thing for a manager to say to an employee.
Timeline
Look at the timeline of the shootings. The first shots are heard Monday evening, but police do not show up until the next morning, after Lupoe faxes his letter and gets on the phone.
It was unclear whether Lupoe killed his family before or after the 8:25 a.m. phone calls, but neighbors reported hearing shots at about 5:30p.m. Monday and 7:30a.m. Tuesday.
Coroner’s official Ed Winter said the children might have been shot as early as 4 to 5 p.m. Monday.

A man fatally shot his wife, five young children and himself Tuesday after he faxed a note to a TV station claiming the couple had just been fired from their hospital jobs and together planned the killings as an escape for the whole family. “Why leave our children in someone else’s hands,” Ervin Lupoe wrote in a letter posted late Tuesday on the KABC-TV Web site.
The station called police after receiving the fax, and a police dispatch center also received a call from a man who stated, “I just returned home and my whole family’s been shot.”
Officers rushed to the home in Wilmington, a small community between the ports of Los Angeles and Long Beach, about 8:30 a.m., apparently within minutes of the killings. Officers could still smell the gunshot residue in the air.
Although the fax asserted that Ana Lupoe planning the killings of the whole family, police Lt. John Romero said Ervin Lupoe was the suspect. A revolver was found next to his body.
Ana Lupoe’s body was found in an upstairs bedroom with the bodies of the couple’s twin 2-year-old boys. The bodies of an 8-year-old girl and twin 5-year-old girls were found alongside Ervin Lupoe’s in another bedroom.
All were shot in the head, coroner’s Assistant Chief Ed Winter said.
It was the fifth mass death of a Southern California family by murder or suicide in a year. Police urged those facing tough economic times to get help rather than resort to violence.
“Today our worst fear was realized,” said Deputy Chief Kenneth Garner. “It’s just not a solution. There’s just so many ways you find alternatives to doing something so horrific and drastic as this.”
Ervin Lupoe removed three of the children from school about a week and a half ago, saying the family was moving to Kansas, the principal told KCAL-TV. Crescent Heights Elementary School Principal Cherise Pounders-Caver said nothing seemed to be troubling Lupoe at that time; she did not ask why the family was moving.
Kaiser Permanente Medical Center West Los Angeles released a statement confirming both Lupoe and his wife had worked there; both were medical technicians.
“We are deeply saddened to hear of the deaths of the Lupoe family,” it said in a statement.
In his letter, Ervin Lupoe claimed he and his wife both had been fired and that she suggested they kill themselves and their children, too. Police described the fax but did not release details.
The letter indicated that Lupoe and his wife had been under investigation for misrepresenting their employment to an outside agency in order to obtain childcare. He claimed that an administrator told the couple on Dec. 23: “You should not even had bothered to come to work today you should have blown your brains out.”
The couple complained to the human resources department and eventually were offered an apology but two days later the Lupoes were fired, according to the letter.
“They did nothing to the manager who stated such and did not attempt to assist us in the matter, knowing we have no job and five children under 8 years with no place to go. So here we are,” the note said.
At the bottom of the note, Lupoe wrote, “Oh lord, my God, is there no hope for a widow’s son?”
The Kaiser Permanente statement made no comment on the claims in Lupoe’s fax.
“It looks like they might have had grounds for his termination … it wasn’t that he was laid off as a result of the economic situation,” police Capt. Billy Hayes said.
Lupoe’s fax identified his children as Brittney, 8; 5-year-old twins Jaszmin and Jassely; and twins Benjamin and Christian, ages 2 years and 4 months.
Winter said the children were ages 2 to 8 but his agency would not release the names. He said that although the father’s family had been notified, relatives of the rest of the family had not been located.
The two-story home, much larger than its one-story neighbors, sits in front of a railroad track in Wilmington, a small community about 18 miles south of downtown. A children’s playset stood in the backyard.
On his Facebook page, Lupoe posted photographs of a daughter at karate class, and of a fancy tub and wash basins in an apparently remodeled bathroom.
Retired truck driver Jaime Solache, who lives a few doors down, said many of these newer, larger homes in the neighborhood had gone into foreclosure. The Lupoe house, which has a sign hanging above the driveway reading “The Lupoe’s Pad,” is about 6 years old, Solache said.
News of the killings sent shivers through the community, and several neighbors came to the yellow police tape to watch a steady procession of officials enter and leave the home.
“This area right here is quiet, calm,” said Armando Chacon, who lives one block north. “People like to sit out at weekends and barbecue. Other than this, no problems at all.”
In 1994, Lupoe was charged with carrying a concealed firearm but it was either dismissed or not prosecuted, court documents show.
Lupoe got a state license to work as a security guard in 1989 and a permit to carry a gun as a security guard in 1993 but both expired in 2007, said Russ Heimerich, a spokesman for the state Bureau of Security and Investigative Services.
Bob Pierce, a Long Beach attorney who represented the Lupoes in an auto accident, said the case did not involve any serious injuries and the family was expected to receive “well below $10,000,” he said.
Lupoe called Monday to find out when the money might be coming, Pierce said. Pierce told him that it might be another week or two “and he said ‘no problem.'”
The region has been shook by several recent mass murders.
On Dec. 24, a man dressed up as Santa Claus invaded a Christmas Eve party and killed his ex-wife and eight of her relatives. The man later killed himself.
In October, an unemployed financial manager despairing over extreme money problems shot and killed his wife, three children, mother-in-law and himself in their home in the Porter Ranch area of the San Fernando Valley.
In June, five members of a Turkish-American family, clad in black, were found dead in an upscale home in San Clemente. Investigators say it was apparently a suicide pact but the reason is a mystery.

“To start off about this tragic story, my name is Ervin Lupoe, my wife Ana Lupoe, my eldest daughter Brittney Lupoe-8yrs, my twin daughters Jaszmin, Jassely-5yrs, my twin boys Benjamin, Christian 2yrs 4mo.
“We worked at Kiaser (sic) Permanente West Los Angeles. My wife as a mammo. Tech. damn fine one ask everyone including the physicians. My new position as a Special procedural tech. My position was a fight to get, in fact had to file a grievance with the union for discrimination and HIPPA violations, then another administrator had to correct the DA (redacted) regarding the union procedures, the ADA who did this is, I truly believe is the reason, well not the whole reason, but added kindling to the fire, why we are dead, (redacted).
“Well my wife and I were being investigated for misrepresentation of our employment to an outside agency for the benefit to ourselves’s, childcare. When after we had our initial interview on Dec. 19th. It seems our fat with the company had been decided on Dec. 22nd, yet on the 23rd, I was told by my administrator, (redacted) that, `You should not even had bothered to come to work today you should have blown your brains out.’ After such admonishment from my administrator, assuming there had been a decision reached, I contacted my union rep. who stated goto HR and inform them of the incident, and to the union reps. knowledge there was no decision made.
“(redacted) the HR person handling our matter stated that there was no decision reached as of yet and that an outside agency was handling the matter. (redacted) stated to me that she had spoken to (redacted) and (redacted) concerning the statement made, but (redacted) completely denied making such a comment. I produced the names of the employees, and (redacted) reached me two days later stating (redacted) thought about the matter and did state (redacted) made the comment. Then (redacted) asked me how I would accept (redacted) apology, but not to answer just yet, think about it a couple days and let (redacted) know. I left the office and two days later my wife and I were terminated. Our administrator also stated that we would not be eligible for unemployment, my wife applied anyway.
“We returned Kiaser (sic) Permanente’s property prior to leaving the facility, yet the company could not provide us with our license’s so that we may look for other employment. I let the (redacted) of the facility know what was occurring yet she stated there was nothing she could do but refer us the HR or our union rep. We were told by (redacted) that we should have received our license’s as they were mailed, yet we did not and when we attempted to reach her concerning the matter and unable to reach her, again we reached the assistant administrator of the facility who again stated the same to contact HR. We stated we have attempter (sic) but there was know response. Then when (redacted) reached us, she stated don’t contact (redacted) … any more concerning any problems.
“So after a horrendous ordeal my wife felt it better to end our lives and why leave our children in someone’s else’s hands, in addition it seems Kiaser Permanente want’s us to kill ourselves and take our family with us. They did nothing to the manager who stated such, and did not attempt to assist us in the matter, knowing we have no job and 5 children under 8 years with no place to go. So here we are.

Study Finds High-Fructose Corn Syrup Contains Mercury

Almost half of tested samples of commercial high-fructose corn syrup (HFCS) contained mercury, which was also found in nearly a third of 55 popular brand-name food and beverage products where HFCS is the first- or second-highest labeled ingredient, according to two new U.S. studies.
HFCS has replaced sugar as the sweetener in many beverages and foods such as breads, cereals, breakfast bars, lunch meats, yogurts, soups and condiments. On average, Americans consume about 12 teaspoons per day of HFCS, but teens and other high consumers can take in 80 percent more HFCS than average.
“Mercury is toxic in all its forms. Given how much high-fructose corn syrup is consumed by children, it could be a significant additional source of mercury never before considered. We are calling for immediate changes by industry and the [U.S. Food and Drug Administration] to help stop this avoidable mercury contamination of the food supply,” said the Institute for Agriculture and Trade Policy’s Dr. David Wallinga, a co-author of both studies.
In the first study, researchers found detectable levels of mercury in nine of 20 samples of commercial HFCS. The study was published in current issue of Environmental Health.
In the second study, the agriculture group found that nearly one in three of 55 brand-name foods contained mercury. The chemical was most common in HFCS-containing dairy products, dressings and condiments.
The use of mercury-contaminated caustic soda in the production of HFCS is common. The contamination occurs when mercury cells are used to produce caustic soda.
“The bad news is that nobody knows whether or not their soda or snack food contains HFCS made from ingredients like caustic soda contaminated with mercury. The good news is that mercury-free HFCS ingredients exist. Food companies just need a good push to only use those ingredients,” Wallinga said.
H. R. 645: To Direct the Secretary of Homeland Security to Establish National Emergency Centers on Military Installations

I have no idea what PSYOP is planned to get the thought criminals to go quietly, but it’s probably going to be a doozy.
There are lots of flim flam Obama-Will-Save-Us zombies out there who will be high fiving each other as their benevolent leader moves them to the promised land of razor wire and formaldehyde trailers. Don’t worry. Maybe the camps will have free speech zones, fair trade coffee and organic hemp hacky sacks. We yelled, “Fascism,” when Bush and Cheney were in power, drawing up similar plans, but it’s all about Change now.
Here’s an idea: How about McDonalds inside the camps? You know, to make them seem more like home. When I worked for FedEx in the 1990s, I used to deliver freight to the now “closed?” El Toro Marine Corps Air Station, and there was a McDonalds located deep inside the guts of the base. It was a short walk from the base bowling alley. I thought, “What more could anyone possibly want…” as an F-18 launched off the runway.

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ‘National Emergency Centers Establishment Act’.
SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.
(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.
(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure–
(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;
(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;
(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and
(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.
(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.
(b) Minimum Requirements- A site designated as a national emergency center shall be–
(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;
(2) environmentally safe and shall not pose a health risk to individuals who may use the center;
(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;
(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;
(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;
(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:
(A) one of the command and control centers shall be in full ready mode; and
(B) the other shall be used daily for training; and
(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.
(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:
(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.
(2) The area consisting of Federal Emergency Management Agency Region IV.
(3) The area consisting of Federal Emergency Management Agency Regions V and VII.
(4) The area consisting of Federal Emergency Management Agency Region VI.
(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.
(6) The area consisting of Federal Emergency Management Agency Region IX.
(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.
(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.
(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.
(g) Reports-
(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–
(A) an outline of the reasons why the site was selected;
(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;
(C) an outline of the need to conduct any necessary environmental clean-up at the site;
(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and
(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).
(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–
(A) an update on the information contained in the report as required by paragraph (1);
(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);
(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.
(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site–
(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);
(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
(C) any additional information pertinent to the establishment of a national emergency center at the site.
(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.
SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.
This Act does not affect–
(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or
(2) the authority of a State or local government to respond to an emergency.
SEC. 5. AUTHORIZATION OF APPROPRIATIONS.
There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.
SEC. 6. DEFINITIONS.
In this Act, the following definitions apply:
(1) CLOSED MILITARY INSTALLATION- The term ‘closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:
(A) Is located in close proximity to a transportation corridor.
(B) Is located in a State with a high level or threat of disaster related activities.
(C) Is located near a major metropolitan center.
(2) EMERGENCY- The term ‘emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).
(3) MAJOR DISASTER- The term ‘major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).
(4) MILITARY INSTALLATION- The term ‘military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).
UN Crime Chief Says Drug Money Flowed Into Banks

The United Nations’ crime and drug watchdog has indications that money made in illicit drug trade has been used to keep banks afloat in the global financial crisis, its head was quoted as saying on Sunday.
Vienna-based UNODC Executive Director Antonio Maria Costa said in an interview released by Austrian weekly Profil that drug money often became the only available capital when the crisis spiralled out of control last year.
“In many instances, drug money is currently the only liquid investment capital,” Costa was quoted as saying by Profil. “In the second half of 2008, liquidity was the banking system’s main problem and hence liquid capital became an important factor.”
The United Nations Office on Drugs and Crime had found evidence that “interbank loans were funded by money that originated from drug trade and other illegal activities,” Costa was quoted as saying. There were “signs that some banks were rescued in that way.”
Profil said Costa declined to identify countries or banks which may have received drug money and gave no indication how much cash might be involved. He only said Austria was not on top of his list, Profil said.
