This Biden Proposal Could Make the U.S. a “Digital Dictatorship”

Last Wednesday, President Biden was widely praised in mainstream and health-care–focused media for his call to create a “new biomedical research agency” modeled after the US military’s “high-risk, high-reward” Defense Advanced Research Projects Agency, or DARPA. As touted by the president, the agency would seek to develop “innovative” and “breakthrough” treatments for cancer, Alzheimer’s disease, and diabetes, with a call to “end cancer as we know it.”
Far from “ending cancer” in the way most Americans might envision it, the proposed agency would merge “national security” with “health security” in such as way as to use both physical and mental health “warning signs” to prevent outbreaks of disease or violence before they occur. Such a system is a recipe for a technocratic “pre-crime” organization with the potential to criminalize both mental and physical illness as well as “wrongthink.”
The Biden administration has asked Congress for $6.5 billion to fund the agency, which would be largely guided by Biden’s recently confirmed top science adviser, Eric Lander. Lander, formerly the head of the Silicon Valley–dominated Broad Institute, has been controversial for his ties to eugenicist and child sex trafficker Jeffrey Epstein and his relatively recent praise for James Watson, an overtly racist eugenicist. Despite that, Lander is set to be confirmed by the Senate and Congress and is reportedly significantly enthusiastic about the proposed new “health DARPA.”

That DARPA’s past total surveillance dragnet is coming back to life under a supposedly separate health-focused agency, and one that emulates its organizational model no less, confirms that many TIA-related programs were merely distanced from the Department of Defense when officially shut down. By separating the military from the public image of such technologies and programs, it made them more palatable to the masses, despite the military remaining heavily involved behind the scenes. As Unlimited Hangout has recently reported, major aspects of TIA were merely privatized, giving rise to companies such as Facebook and Palantir, which resulted in such DARPA projects being widely used and accepted. Now, under the guise of the proposed ARPA-H, DARPA’s original TIA would essentially be making a comeback for all intents and purposes as its own spin-off.
Top U.S. Pipeline Operator Shuts Major Fuel Line After Cyber Attack

Top U.S. fuel pipeline operator Colonial Pipeline has shut its entire network after a cyber attack, the company said in a statement on Friday.
Colonial’s network supplies fuel from U.S refiners on the Gulf Coast to the populous eastern and southern United States. The company transports 2.5 million barrels per day of gasoline, diesel, jet fuel and other refined products through 5,500 miles (8,850 km) of pipelines.
Colonial Pipeline says it transports 45% of East Coast fuel supply.
The company learned of the attack on Friday and took systems offline to contain the threat, it said in the statement. That action has temporarily halted operations and affected some of its IT systems, it said.
Orange County: Say NO to Digital Passports @ Board of Supervisor’s Meeting Tuesday May 11 @ 8:30 AM

The Orange County Board of Supervisors is considering rolling out digital technology that would allow stores in the county to prevent entry to people who lack a digital passport proving inoculation status. Such technology – and its adoption by stores – would deny entry to the 40% of elderly who lack a smartphone, as well as 20% of the poor and 15% of most minorities who also do not have a smartphone.
Please show up this Tuesday, May 11th, at 8:30 a.m., at 333 West Santa Ana Boulevard in Santa Ana to tell the Board of Supervisors that they must not rule out such digital technology – and further, that they must adopt a resolution for prohibiting digital passports in their County.

Incorporated in Delaware and registered by a Beverly Hills lawyer, Global Resource Systems LLC now manages more internet space than China Telecom, AT&T or Comcast.
The only name associated with it on the Florida business registry coincides with that of a man listed as recently as 2018 in Nevada corporate records as a managing member of a cybersecurity/internet surveillance equipment company called Packet Forensics. The company had nearly $40 million in publicly disclosed federal contracts over the past decade, with the FBI and the Pentagon’s Defense Advanced Research Projects Agency among its customers.
That man, Raymond Saulino, is also listed as a principal in a company called Tidewater Laskin Associates, which was incorporated in 2018 and obtained an FCC license in April 2020. It shares the same Virginia Beach, Virginia, address — a UPS store — in corporate records as Packet Forensics. The two have different mailbox numbers. Calls to the number listed on the Tidewater Laskin FCC filing are answered by an automated service that offers four different options but doesn’t connect callers with a single one, recycling all calls to the initial voice recording.
Saulino did not return phone calls seeking comment, and a longtime colleague at Packet Forensics, Rodney Joffe, said he believed Saulino was retired. Joffe, a cybersecurity luminary, declined further comment. Joffe is chief technical officer at Neustar Inc., which provides internet intelligence and services for major industries, including telecommunications and defense.
In 2011, Packet Forensics and Saulino, its spokesman, were featured in a Wired story because the company was selling an appliance to government agencies and law enforcement that let them spy on people’s web browsing using forged security certificates.
The company continues to sell “lawful intercept” equipment, according to its website. One of its current contracts with the Defense Advanced Research Projects Agency is for “harnessing autonomy for countering cyber-adversary systems.” A contract description says it is investigating “technologies for conducting safe, nondisruptive, and effective active defense operations in cyberspace.” Contract language from 2019 says the program would “investigate the feasibility of creating safe and reliable autonomous software agencies that can effectively counter malicious botnet implants and similar large-scale malware.”
Deepening the mystery is Global Resource Systems’ name. It is identical to that of a firm that independent internet fraud researcher Ron Guilmette says was sending out email spam using the very same internet routing identifier. It shut down more than a decade ago. All that differs is the type of company. This one’s a limited liability corporation. The other was a corporation. Both used the same street address in Plantation, a suburb of Fort Lauderdale.

Americans Panic Hoarding Guns

Americans continued to panic hoard guns for the 16th straight month in April, according to the FBI’s National Instant Criminal Background Check System’s (NICS) statistics report. The data provides insight into the trends behind Americans purchasing firearms.
The FBI’s NICS logged 3.514 million background checks in April 2021, which is more than any other April on record. Background checks have been elevated since the virus pandemic began and recently supercharged under an anti-gun Biden administration.

U.S. birth and fertility rates in 2020 dropped to another record low as births fell for the sixth consecutive year to the lowest levels since 1979, according to new data from the Centers for Disease Control and Prevention’s National Center for Health Statistics.
The number of births in the U.S. declined last year by 4% from 2019, double the average annual rate of decline of 2% since 2014, the CDC said in preliminary birth data released Wednesday. Total fertility rates and general fertility rates also declined by 4% since 2019, reaching record lows. The U.S. birth rate is so low, the nation is “below replacement levels,” meaning more people die every day than are being born, the CDC said.
