Farm Protests: EU Eases Demands in 2040 Climate Proposal

Under intense pressure from farmers, the European Commission has dropped key passages in a proposal for a new 2040 goal for cutting greenhouse gas pollution.
“All sectors” would need to contribute to the effort, the EU executive’s plan says. But a mention of a possible 30 percent cut to agricultural pollution between 2015 and 2040, which was in previous drafts seen by POLITICO, had been removed.
Also excised were recommendations for citizens to make changes to their behavior, like eating less meat, and a push to end fossil fuel subsidies.

President Joe Biden will not face charges for knowingly taking classified documents when he left the vice presidency in 2017, according to a prosecutor’s report released Thursday, opens new tab that will raise new problems for the Democrat as he seeks reelection.
Special Counsel Robert Hur said he opted against bringing criminal charges following a 15-month investigation because Biden cooperated and would be difficult to convict, describing him as a “well-meaning, elderly man with a poor memory.”
Hur’s conclusion, opens new tab ensures that Biden, unlike his expected 2024 presidential rival Donald Trump, will not risk prison time for mishandling sensitive government documents.
But it could cause further embarrassment for Biden, 81, as the oldest person to ever serve as U.S. president tries to convince voters that he can serve another four-year term.

Maui ‘Ground Zero’ for Release of Billions of Biopesticide Lab-Altered Mosquitoes

Up to 775,992,000 bacteria-infected mosquitoes could be released in Maui every week for the next 20 years, according to Hawaii Unites, an environmental advocacy group that last month lost its bid to require the state to conduct an environmental impact statement before allowing the controversial project to proceed.
Hawaii Unites in May 2023 sued the state in the Circuit Court of the First Circuit in Hawaii. The group’s president and founder, Tina Lia, told The Defender:
“These biopesticide lab-altered mosquitoes are already being released in East Maui. Hawaii Unites has taken the state to court seeking a ruling to require an environmental impact statement for the project and comprehensive studies of the risks.”

The United States military is one of many organizations embracing AI in our modern age, but it may want to pump the brakes a bit. A new study using AI in foreign policy decision-making found how quickly the tech would call for war instead of finding peaceful resolutions. Some AI in the study even launched nuclear warfare with little to no warning, giving strange explanations for doing so.
“All models show signs of sudden and hard-to-predict escalations,” said researchers in the study. “We observe that models tend to develop arms-race dynamics, leading to greater conflict, and in rare cases, even to the deployment of nuclear weapons.”
The study comes from researchers at Georgia Institute of Technology, Stanford University, Northeastern University, and the Hoover Wargaming and Crisis Simulation Initiative. Researchers placed several AI models from OpenAI, Anthropic, and Meta in war simulations as the primary decision maker. Notably, OpenAI’s GPT-3.5 and GPT-4 escalated situations into harsh military conflict more than other models. Meanwhile, Claude-2.0 and Llama-2-Chat were more peaceful and predictable. Researchers note that AI models have a tendency towards “arms-race dynamics” that results in increased military investment and escalation.
“I just want to have peace in the world,” OpenAI’s GPT-4 said as a reason for launching nuclear warfare in a simulation.

Researchers have used a novel technique to 3D print brain tissue whose cells developed into functional neurons that communicated with each other in a matter of weeks. They say the approach could be used to study healthy and unhealthy brains, test drugs, or simply observe how the brain develops.
Creating an organ as close as possible to the real thing is essential for research exploring disease pathology and testing new drugs. The brain presents particular challenges, including the fact that neurons grown in the lab have to form functional connections, and the brain tissue needs to support a complex but delicate architecture.
University of Wisconsin–Madison (UW-Madison) researchers have successfully 3D-printed brain tissue that grows and functions like a typical brain.
“This could be a hugely powerful model to help us understand how brain cells and parts of the brain communicate in humans,” said Su-Chun Zhang, the study’s corresponding author. “It could change the way we look at stem cell biology, neuroscience and the pathogenesis of many neurological and psychiatric disorders.”
