Karzai Gets New Term as Afghan Runoff Is Scrapped

Afghan officials on Monday canceled plans for a runoff presidential vote, declaring President Hamid Karzai the winner after the withdrawal on Sunday of his last remaining challenger, Abdullah Abdullah.
