Web sites having such problems can try IP Filtering. Set the filters to block abusive government agencies, such as the DOD, DOJ, US Congress, FBeye, and other anti-truth US agencies. Here are a couple links listing such IP blocks for starters:
PS: It’s interesting to note which US megacorporations (aka “civilian” defense contractors) hold entire Class A IP address blocks, alongside the DOD and other anti-freedom government agencies in that second link. A few obvious ones: Halliburton, IBM, AT&T, Bell-Northern Research, DuPont Corp., MIT, Mercedez-Benz, and so on. Coincidence?
