One of President Donald Trump’s Day 1 executive orders designated “certain international cartels” as “foreign terrorist organizations,” a classification that according to the State Department “play[s] a critical role in our fight against terrorism and [is] an effective means of curtailing support for terrorist activities and pressuring groups to get out of the terrorism business.”
To that end, the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) announced a new rule cracking down on cash transactions this week, but only in certain geographical regions. No matter the administration’s intent to target cartels, the rule will expand government surveillance of its citizens.
FinCEN “issued a Geographic Targeting Order (GTO) to further combat the illicit activities and money laundering of Mexico-based cartels and other criminal actors along the southwest border of the United States,” according to the announcement. “The GTO requires all money services businesses (MSBs) located in 30 ZIP codes across California and Texas near the southwest border to file Currency Transaction Reports (CTRs) with FinCEN at a $200 threshold, in connection with cash transactions.”

Because individuals who are not responsible for the acts are targeted, collective punishment is not compatible with the basic principle of individual responsibility. The punished group may often have no direct association with the perpetrator other than living in the same area and can not be assumed to exercise control over the perpetrator’s actions. Collective punishment is prohibited by treaty in both international and non-international armed conflicts, more specifically Common Article 33 of the Fourth Geneva Convention and Article 4 of the Additional Protocol II.

Utah To Become First State To Ban Fluoride In Drinking Water

Utah is set to become the first U.S. state to ban fluoride in public water systems, while also making it easier for residents to obtain fluoride supplements if they choose to ingest this chemical element known for fighting tooth decay.
Utah Gov. Spencer Cox announced his intention to sign legislation that would prohibit the addition of fluoride to municipal water supplies. The new law will impact two of the state’s largest counties — Davis and Salt Lake — which stand out as the only two places where fluoride is added to public drinking water.
While Wyoming hasn’t passed a statewide ban, some cities and towns have enacted their own bans, barring the addition of fluoride in drinking water.

Not long after sparking outrage inside and outside the country by barring right-wing frontrunner Calin Georgescu from running in May’s presidential election, Romania has barred another populist from the contest, attributing the decision to the candidate’s supposedly unacceptable policy stances and “making declarations “contrary to democratic values.”
Romania’s electoral commission on Saturday announced that Diana Sosoaca would be banned from competing for the country’s presidency. That news is troubling enough on its face, but the Central Election Bureau’s rationale makes the development all the more chilling: Sosoaca is unfit for office because she has publicly voiced opposition to Romania’s memberships in the European Union and NATO.

Right now in the US, the total population held in prison is nearly 2 million people, which is over 20 percent of the world’s prisoners. Of that massive number, over 122,000 US citizens are forced to endure solitary confinement for at least 22 hours a day.
Solitary confinement is the brutal practice of stuffing people into closet-sized rooms without sunlight, stimulation, or human contact for hours, days, weeks, and sometimes years or decades at a time. It’s a practice that amounts to torture, according to the United Nations and the Geneva Convention.

Now take that grim situation and add a “Black Mirror”-esque wrinkle: prison officials in California are now offering some people held in solitary confinement an escape via virtual reality.
