A wide-ranging surveillance operation by the Food and Drug Administration against a group of its own scientists used an enemies list of sorts as it secretly captured thousands of e-mails that the disgruntled scientists sent privately to members of Congress, lawyers, labor officials, journalists and even President Obama, previously undisclosed records show.
What began as a narrow investigation into the possible leaking of confidential agency information by five scientists quickly grew in mid-2010 into a much broader campaign to counter outside critics of the agency’s medical review process, according to the cache of more than 80,000 pages of computer documents generated by the surveillance effort.

Heathrow Security Checks Miss Terror Suspects

Terror suspects on the Home Office watch list are entering the UK in the runup to the Olympics without the necessary security checks, according to frontline officials at Heathrow.
One senior border officer told the Observer that inexperienced new recruits, deployed to shorten queues after complaints over lengthy waiting times, are repeatedly “missing” passengers of interest who should be referred to counterterrorism officers when they reach passport control.
The official said he was personally aware that three terror suspects – all of whose names are registered on the Home Office suspect index system – had been waved through by staff on his shifts since the start of July. Border officials should immediately notify counterterrorism police or MI5 if they suspect that “SX travellers” are attempting to enter the UK. Another colleague alleged that five suspects were “missed” in one day earlier this month.
“It’s all new faces,” said the senior official. “The rest of the staff, I have no idea where they have come from, how long they are here for, what their background is. These are people who have been forced by their own department to come here.”
The crisis comes days after G4S, the world’s biggest security firm, announced it could not provide enough security guards for the London Olympics, forcing the government to call up 3,500 troops to meet the shortfall. Last month John Evans, head of MI5, said the Games offered an “attractive target for our enemies, and they will be at the centre of the world’s attention”.
The intelligence and security committee also warned that the Olympics had diverted MI5, MI6 and GCHQ from other potential threats to Britain, citing the “vulnerability of the UK at this critical period”. It identified potential sources of threat including al-Qaida and its affiliates planning an attack on the Games or participants, especially US or Israeli nationals, and also the possible threat from republican dissident terrorist groups.
China Plans Nuclear Deep-Sea Mining Base

A Chinese company is set to build a nuclear-powered mobile deep-sea station in the western Pacific, according to local reports.
The China Ship Scientific Research Centre’s proposed station — which will have huge propellers to enable free movement in the ocean depths — will be manned by 33 crew for up to two months at a time and powered by a nuclear reactor.
Its main goal, according to reports in the South China Sea Post, will be to mine for precious metals. The nation, which recently announced it is stockpiling rare earth elements amid fears of shortages, would use the facilities to hunt mainly for copper, lead, zinc, silver, gold and oil.

And Now… JPMorgan “Loss” $7 Billion

JPMorgan Chase disclosed on Friday that losses on its botched credit bet could climb to more than $7 billion and that the bank’s traders may have intentionally tried to obscure the full extent of the red ink on the disastrous trades.
Mounting concerns about valuing the trades led the company to announce that its earnings for the first quarter were no longer reliable and would be restated. Federal regulators, who were already examining the trades, are now looking at whether employees of the nation’s biggest bank by assets intended to defraud investors, according to people with knowledge of the matter.
U.S. Declares Drought-Stricken States Largest Natural Disaster Area Ever

The United States Department of Agriculture has declared natural disaster areas in more than 1,000 counties and 26 drought-stricken states, making it the largest natural disaster in America ever.
The declaration—which covers roughly half of the country—gives farmers and ranchers devastated by drought access to federal aid, including low-interest emergency loans.
“Agriculture remains a bright spot in our nation’s economy,” U.S. Agriculture Secretary Tom Vilsack said Wednesday while announcing the assistance program. “We need to be cognizant of the fact that drought and weather conditions have severely impacted farmers around the country.”
According to the U.S. Drought Monitor, more than half the country (56 percent) experienced drought conditions—the largest percentage in the 12-year history of the service. And according to the National Oceanic and Atmospheric Administration (NOAA), the period from January through June was “the warmest first half of any year on record for the contiguous United States.”
The average temperature was 52.9 degrees Fahrenheit, or 4.5 degrees above average, NOAA said on Monday. Twenty-eight states east of the Rockies set temperature records for the six-month period.
A heat wave blistered most of the United States in June, with more than 170 all-time temperature records broken or tied during the month. On June 28 in Norton, Kan., for instance, the temperature reached 118 degrees, an all-time high. On June 26, Red Willow, Neb., set a temperature record of 115 degrees, eclipsing the 114-degree mark set in 1932.
G4S Cocks Up Security for Olympics

The depth of the crisis over G4S’s Olympic security preparations became increasingly clear on Thursday as recruits revealed details of a “totally chaotic” selection process and police joined the military in bracing themselves to fill the void left by the private security contractor.
Guards told how, with 14 days to go until the Olympics opening ceremony, they had received no schedules, uniforms or training on x-ray machines. Others said they had been allocated to venues hundreds of miles from where they lived, been sent rotas intended for other employees, and offered shifts after they had failed G4S’s own vetting.
The West Midlands Police Federation reported that its officers were being prepared to guard the Ricoh Arena in Coventry, which will host the football tournament, amid concerns G4S would not be able to cover the security requirements.
“We have to find officers until the army arrives and we don’t know where we are going to find them from,” said Chris Jones, secretary of the federation.
G4S has got a £284m contract to provide 13,700 guards, but only has 4,000 in place. It says a further 9,000 are in the pipeline.
G4S sent an urgent request on Thursday to retired police asking them to help. A memo to the National Association of Retired Police Officers said: “G4S Policing Solutions are currently and urgently recruiting for extra support for the Olympics. These are immediate starts with this Tuesday, Wednesday, Thursday and Friday available. We require ex-police officers ideally with some level of security clearance and with a Security Industry Association [accreditation], however neither is compulsory.”
Robert Brown, a former police sergeant, told the Guardian that he pulled out of the recruitment process for the Games after seeing it close at hand.
He said: “They were trying to process hundreds of people and we had to fill out endless forms. It was totally chaotic and it was obvious to me that this was being done too quickly and too late.”
Another G4S trainee, an ex-policeman, described the process as “an utter farce”.
He added: “There were people who couldn’t spell their own name. The staff were having to help them. Most people hadn’t filled in their application forms correctly. Some didn’t know what references were and others said they didn’t have anyone who could act as a referee. The G4S people were having to prompt them, saying things like “what about your uncle?”

Team USA To Be Decked Out In Uniforms Made In China

They are the pride of America – Team U.S.A. – and for the opening ceremonies of the Summer Olympics in London, they’ll be proudly wearing red, white and blue, from beret to blazer.
The classic American style – shown in an image above – was crafted by designer Ralph Lauren. But just how American is it?
When ABC News looked at the labels, it found “made in China.”
Every item in the uniforms that the U.S. athletes will be wearing at the opening ceremony in London will carry an overseas label.
Nanette Lepore, one of the top U.S. fashion designers, said she was shocked that none of the uniforms had been made in the states. Further, Lepore said that it was “absolutely” possible that the athletes could have been outfitted in U.S.-made clothing. She said U.S. manufactures could have easily made the uniforms – and for less.
Pennsylvania State University’s Top Leaders Covered Up Child Abuse for 14 Years

The independent panel investigating Pennsylvania State University’s role in the Jerry Sandusky child sex abuse scandal has determined that the school’s top leaders, including legendary football coach Joe Paterno, tried to cover up the abuse for 14 years.
Former FBI Director Louis Freeh, who led the investigation, outlined the findings of the panel’s 162-page report in prepared remarks coinciding with its release this morning.

“Our most saddening and sobering finding is the total disregard for the safety and welfare of Sandusky’s child victims by the most senior leaders at Penn State,” Freeh said. “The most powerful men at Penn State failed to take any steps for 14 years to protect the children who Sandusky victimized.”
Naming Paterno, former Penn State President Graham B. Spanier, former Athletic Director Tim Curley and Gary Schultz, a university vice president once in charge of the campus police, Freeh said they “never demonstrated, through actions or words, any concern for the safety and well-being of Sandusky’s victims until after Sandusky’s arrest.”
“Taking into account the available witness statements and evidence, it is more reasonable to conclude that, in order to avoid the consequences of bad publicity, the most powerful leaders at Penn State University . . . repeatedly concealed critical facts relating to Sandusky’s child abuse from the authorities, the Board of Trustees, Penn State community, and the public at large,” Freeh said.
DoD Report Reveals Some Detainees Interrogated While Drugged, Others “Chemically Restrained”

Detainees in custody of the US military were interrogated while drugged with powerful antipsychotic and other medications that “could impair an individual’s ability to provide accurate information,” according to a declassified Department of Defense (DoD) inspector general’s report that probed the alleged use of “mind altering drugs” during interrogations.
In addition, detainees were subjected to “chemical restraints,” hydrated with intravenous (IV) fluids while they were being interrogated and, in what appears to be a form of psychological manipulation, the inspector general’s probe confirmed at least one detainee – convicted “dirty bomb” plotter Jose Padilla – was the subject of a “deliberate ruse” in which his interrogator led him to believe he was given an injection of “truth serum.”
Truthout obtained a copy of the report – “Investigation of Allegations of the Use of Mind-Altering Drugs to Facilitate Interrogations of Detainees” – prepared by the DoD’s deputy inspector general for intelligence in September 2009, under a Freedom of Information Act (FOIA) request we filed nearly two years ago.
How Many Child Molestors Work for the NRO?

One of the nation’s most secretive intelligence agencies is pressuring its polygraphers to obtain intimate details of the private lives of thousands of job applicants and employees, pushing the ethical and legal boundaries of a program that’s designed instead to catch spies and terrorists.
The National Reconnaissance Office is so intent on extracting confessions of personal or illicit behavior that officials have admonished polygraphers who refused to go after them and rewarded those who did, sometimes with cash bonuses, a McClatchy investigation found.
The disclosures include a wide range of behavior and private thoughts such as drug use, child abuse, suicide attempts, depression and sexual deviancy. The agency, which oversees the nation’s spy satellites, records the sessions that were required for security clearances and stores them in a database.
Even though it’s aggressively collecting the private disclosures, when people confess to serious crimes such as child molestation they’re not always arrested or prosecuted.
“You’ve got to wonder what the point of all of this is if we’re not even going after child molesters,” said Mark Phillips, a veteran polygrapher who resigned from the agency in late May after, he says, he was retaliated against for resisting abusive techniques. “This is bureaucracy run amok. These practices violate the rights of Americans, and it’s not even for a good reason.”
