A New Microchip Knows Just Where You Are, Indoors and Out

Broadcom has just rolled out a chip for smart phones that promises to indicate location ultra-precisely, possibly within a few centimeters, vertically and horizontally, indoors and out.

The unprecedented accuracy of the Broadcom 4752 chip results from the sheer breadth of sensors from which it can process information. It can receive signals from global navigation satellites, cell-phone towers, and Wi-Fi hot spots, and also input from gyroscopes, accelerometers, step counters, and altimeters.

The variety of location data available to mobile-device makers means that in our increasingly radio-frequency-dense world, location services will continue to become more refined.

In theory, the new chip can even determine what floor of a building you’re on, thanks to its ability to integrate information from the atmospheric pressure sensor on many models of Android phones. The company calls abilities like this “ubiquitous navigation,” and the idea is that it will enable a new kind of e-commerce predicated on the fact that shopkeepers will know the moment you walk by their front door, or when you are looking at a particular product, and can offer you coupons at that instant.

The integration of new kinds of location data opens up the possibility of navigating indoors, where GPS signals are weak or nonexistent.

Broadcom is already the largest provider of GPS chips to smart-phone makers. Its new integrated circuit relies on sensors that aren’t present in every new smart phone, so it won’t perform the same in all devices. The new chip, like a number of existing ones, has the ability to triangulate using Wi-Fi hot spots. Broadcom maintains a database of these hot spots for client use, but it says most of its clients maintain their own.

Radioactive Particles from Fukushima Disaster Were Detected in Kelp Off Southern California

Kelp off California was contaminated with short-lived radioisotopes a month after Japan’s Fukushima Dai-ichi nuclear plant accident, a sign that the spilled radiation reached the state’s coastline, according to a new scientific study.

Scientists from CSU Long Beach tested giant kelp collected off Orange County, Santa Cruz and other locations after the March 2011 accident and detected radioactive iodine, which was released from the damaged nuclear reactor.

The largest concentration was about 250 times higher than levels found in kelp before the accident.

“Basically, we saw it in all the California kelp blades we sampled,” said Steven Manley, a CSU Long Beach biology professor who specializes in kelp.

The radioactivity had no known effects on the giant kelp, or on fish and other marine life, and it was undetectable a month later.

Iodine 131 “has an eight-day half-life, so it’s pretty much all gone,” Manley said. “But this shows what happens half a world away does effect what happens here. I don’t think these levels are harmful, but it’s better if we don’t have it at all.”

Japan Deploys Missile Defenses Ahead of North Korea Launch

Japan has deployed missile batteries in Tokyo and dispatched destroyers as North Korea makes final preparations for a rocket launch that could take place this week despite fierce condemnation from across the globe.

Pyongyang says it will launch a satellite for peaceful scientific research between April 12 and 16 to mark the 100th anniversary on April 15 of the birth of founding leader Kim Il-Sung.

But the United States and its allies say it is a disguised missile test and that the launch would contravene UN sanctions aimed at curbing North Korea’s missile program.

Japanese Prime Minister Yoshihiko Noda has given the green light to shoot down the rocket if it threatens Japan’s territory.

Patriot missiles were Saturday deployed at the defence ministry in downtown Tokyo and at two other bases in the region to protect the greater Tokyo area.

The ministry also dispatched three Aegis destroyers carrying interceptor missiles, reportedly to the East China Sea where it has already deployed Patriot missiles on the southern island chain of Okinawa, beneath the rocket’s forecast flight path.


A Fog of Drugs and War

More than 110,000 active-duty Army troops last year took antidepressants, sedatives and other prescription medications. Some see a link to aberrant behavior.

In a small but growing number of cases across the nation, lawyers are blaming the U.S. military’s heavy use of psychotropic drugs for their clients’ aberrant behavior and related health problems. Such defenses have rarely gained traction in military or civilian courtrooms, but Burke’s case provides the first important indication that military psychiatrists and court-martial judges are not blind to what can happen when troops go to work medicated.

After two long-running wars with escalating levels of combat stress, more than 110,000 active-duty Army troops last year were taking prescribed antidepressants, narcotics, sedatives, antipsychotics and anti-anxiety drugs, according to figures recently disclosed to The Times by the U.S. Army surgeon general. Nearly 8% of the active-duty Army is now on sedatives and more than 6% is on antidepressants — an eightfold increase since 2005.

“We have never medicated our troops to the extent we are doing now…. And I don’t believe the current increase in suicides and homicides in the military is a coincidence,” said Bart Billings, a former military psychologist who hosts an annual conference on combat stress.

The pharmacy consultant for the Army surgeon general says the military’s use of the drugs is comparable to that in the civilian world. “It’s not that we’re using them more frequently or any differently,” said Col. Carol Labadie. “As with any medication, you have to look at weighing the risk versus the benefits of somebody going on a medication.”

Over the past few years, however, it’s become increasingly clear that applying an electrical current to your head confers similar benefits.

U.S. military researchers have had great success using “transcranial direct current stimulation” (tDCS) — in which they hook you up to what’s essentially a 9-volt battery and let the current flow through your brain. After a few years of lab testing, they’ve found that tDCS can more than double the rate at which people learn a wide range of tasks, such as object recognition, math skills, and marksmanship.

We don’t yet have a commercially available “thinking cap,” but we will soon. So the research community has begun to ask: What are the ethics of battery-operated cognitive enhancement? Recently, a group of Oxford neuroscientists released a cautionary statement about the ethics of brain boosting; then the U.K.’s Royal Society released a report that questioned the use of tDCS for military applications. Is brain boosting a fair addition to the cognitive enhancement arms race? Will it create a Morlock/Eloi–like social divide, where the rich can afford to be smarter and everyone else will be left behind? Will Tiger Moms force their lazy kids to strap on a zappity helmet during piano practice?

After trying it myself, I have different questions. To make you understand, I am going to tell you how it felt. The experience wasn’t simply about the easy pleasure of undeserved expertise. For me, it was a near-spiritual experience. When a nice neuroscientist named Michael Weisend put the electrodes on me, what defined the experience was not feeling smarter or learning faster: The thing that made the earth drop out from under my feet was that for the first time in my life, everything in my head finally shut up.

One theory is that the mild electrical shock may depolarize the neuronal membranes in the part of the brain associated with object recognition, making the cells more excitable and responsive to inputs. Like many other neuroscientists working with tDCS, Weisend thinks this accelerates the formation of new neural pathways during the time that someone practices a skill, making it easier to get into the “zone.” The method he was using on me boosted the speed with which wannabe snipers could detect a threat by a factor of 2.3.

Situation at Fukushima Has Potential to, “Destroy the World Environment and Our Civilization”

Japan’s former Ambassador to Switzerland, Mr. Mitsuhei Murata, was invited to speak at the Public Hearing of the Budgetary Committee of the House of Councilors on March 22, 2012, on the Fukushima nuclear power plants accident. Before the Committee, Ambassador Murata strongly stated that if the crippled building of reactor unit 4—with 1,535 fuel rods in the spent fuel pool 100 feet (30 meters) above the ground—collapses, not only will it cause a shutdown of all six reactors but will also affect the common spent fuel pool containing 6,375 fuel rods, located some 50 meters from reactor 4. In both cases the radioactive rods are not protected by a containment vessel; dangerously, they are open to the air. This would certainly cause a global catastrophe like we have never before experienced. He stressed that the responsibility of Japan to the rest of the world is immeasurable. Such a catastrophe would affect us all for centuries. Ambassador Murata informed us that the total numbers of the spent fuel rods at the Fukushima Daiichi site excluding the rods in the pressure vessel is 11,421 (396+615+566+1,535+994+940+6375).

I asked top spent-fuel pools expert Mr. Robert Alvarez, former Senior Policy Adviser to the Secretary and Deputy Assistant Secretary for National Security and the Environment at the U.S. Department of Energy, for an explanation of the potential impact of the 11,421 rods.

I received an astounding response from Mr. Alvarez [updated 4/5/12]:

In recent times, more information about the spent fuel situation at the Fukushima-Dai-Ichi site has become known. It is my understanding that of the 1,532 spent fuel assemblies in reactor No. 304 assemblies are fresh and unirradiated. This then leaves 1,231 irradiated spent fuel rods in pool No. 4, which contain roughly 37 million curies (~1.4E+18 Becquerel) of long-lived radioactivity. The No. 4 pool is about 100 feet above ground, is structurally damaged and is exposed to the open elements. If an earthquake or other event were to cause this pool to drain this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident.

The infrastructure to safely remove this material was destroyed as it was at the other three reactors. Spent reactor fuel cannot be simply lifted into the air by a crane as if it were routine cargo. In order to prevent severe radiation exposures, fires and possible explosions, it must be transferred at all times in water and heavily shielded structures into dry casks.. As this has never been done before, the removal of the spent fuel from the pools at the damaged Fukushima-Dai-Ichi reactors will require a major and time-consuming re-construction effort and will be charting in unknown waters. Despite the enormous destruction cased at the Da–Ichi site, dry casks holding a smaller amount of spent fuel appear to be unscathed.

Based on U.S. Energy Department data, assuming a total of 11,138 spent fuel assemblies are being stored at the Dai-Ichi site, nearly all, which is in pools. They contain roughly 336 million curies (~1.2 E+19 Bq) of long-lived radioactivity. About 134 million curies is Cesium-137 — roughly 85 times the amount of Cs-137 released at the Chernobyl accident as estimated by the U.S. National Council on Radiation Protection (NCRP). The total spent reactor fuel inventory at the Fukushima-Daichi site contains nearly half of the total amount of Cs-137 estimated by the NCRP to have been released by all atmospheric nuclear weapons testing, Chernobyl, and world-wide reprocessing plants (~270 million curies or ~9.9 E+18 Becquerel).

It is important for the public to understand that reactors that have been operating for decades, such as those at the Fukushima-Dai-Ichi site have generated some of the largest concentrations of radioactivity on the planet.

JPMorgan Illegally Let Lehman Bros. Count Customers’ Funds As Its Own

JPMorgan Chase illegally allowed Lehman Brothers, the investment bank whose 2008 bankruptcy brought the financial system to the brink of collapse, to count customers’ money as its own, according to federal regulators.

The arrangement boosted the amount that Lehman could borrow from JPMorgan, where the customers’ money was deposited, regulators charged Wednesday.

Then, at the height of the financial crisis, JPMorgan refused to release the customer funds for about two weeks, until regulators ordered it to do so, regulators charged.

The charges were spelled out in an enforcement action against JPMorgan by the Commodity Futures Trading Commission (CFTC).

Without admitting or denying wrongdoing, JPMorgan agreed to pay $20 million to settle the civil case.

The matter adds another dimension of alleged lawbreaking to the history of Lehman’s downfall. It was also another vivid illustration that, even in highly regulated modern financial firms, basic controls can break down.

Last fall, the big brokerage firm MF Global collapsed with as much as $1.6 billion of customer funds missing and unaccounted for. There, too, it appears that clients’ money was treated as if it belonged to the firm.

Two Qubit Quantum Computer Built Inside a Diamond

Diamonds are forever — or, at least, the effects of this diamond on quantum computing may be. A team that includes scientists from USC has built a quantum computer in a diamond, the first of its kind to include protection against “decoherence” — noise that prevents the computer from functioning properly.

The demonstration shows the viability of solid-state quantum computers, which — unlike earlier gas- and liquid-state systems — may represent the future of quantum computing because they can be easily scaled up in size. Current quantum computers are typically very small and — though impressive — cannot yet compete with the speed of larger, traditional computers.
