Sell-Off in U.S. Treasuries Raises Sovereign Debt Fears

Investors are braced for a further sell-off in US Treasuries after dramatic moves last week raised fears that the surfeit of US government debt is starting to saturate bond markets.
The yield on 10-year Treasuries – the benchmark price of global capital – surged 30 basis points in just two days last week to over 3.9pc, the highest level since the Lehman crisis. Alan Greenspan, ex-head of the US Federal Reserve, said the abrupt move may be “the canary in the coal mine”, a warning to Washington that it can no longer borrow with impunity. He said there is a “huge overhang of federal debt, which we have never seen before”.
David Rosenberg at Gluskin Sheff said Treasury yields have ratcheted up 90 basis points since December in a “destabilising fashion”, for the wrong reasons. Growth has not been strong enough to revive fears of inflation. Commodity prices peaked in January and US home sales have fallen for the last three months, pointing to a double-dip in the housing market.
Mr Rosenberg said the yield spike recalls the move in the spring of 2007 just as the credit system started to unravel. “The question is how the equity market is going to handle this back-up in rates,” he said.
The trigger for last week’s sell-off was poor demand at Treasury auctions, linked to the passage of the Obama health care reform. Critics say it will add $1 trillion (£670bn) to America’s debt over the next decade, a claim disputed fiercely by Democrats.
It is unclear whether China is selling US Treasuries after cutting its holdings for three months in a row, or what its motive may be. There are concerns that Beijing may be sending a coded message before the US Treasury rules next month on whether China is a “currency manipulator”, though experts say China is clearly still buying dollar assets because it is holding down the yuan against the greenback. Some investors may be selling Treasuries as a precaution against a trade spat.
Looming over everything is the worry that markets will not be able to absorb the glut of US debt as the Fed winds down its policy of bond purchases, starting with an exit from mortgage-backed securities. It currently holds a quarter of the $5 trillion of the MBS market.
KBR Bills $5 Million For Mechanics Who Work 43 Minutes a Month

It was just a single contract for a single job on a single base in Iraq. The Department of Defense agreed to pay the megacontractor KBR $5 million a year to repair tactical vehicles, from Humvees to big rigs, at Joint Base Balad, a large airfield and supply center north of Baghdad. Yet according to a new Pentagon report [PDF], what the military got was as many as 144 civilian mechanics, each doing as little as 43 minutes of work a month, with virtually no oversight. The report, issued March 3 by the DOD’s inspector general, found that between late 2008 and mid-2009, KBR performed less than 7 percent of the work it was expected to do, but still got paid in full.
The $4.6 million blown on this particular contract is a relatively small loss considering that in 2009 alone, the government had a blanket deal worth $5 billion with KBR (formerly known as the Halliburton subsidiary Kellogg Brown & Root). Just days before the Pentagon released the Balad report, KBR announced it had won a new $2.3 billion-plus, five-year Iraq contract. But the inspector general’s modest investigation offers new insight into just how little KBR delivers and how toothless the Pentagon is to prevent contractor waste.
EU Draws Up Plans for Single ‘Economic Government’ to Prevent Crisis

Germany and France have tabled controversial plans to create an “economic government of the European Union” to police financial policy across the continent.
They have put Herman Van Rompuy, the EU President, in charge of a special task force to examine “all options possible” to prevent another crisis like the one caused by the Greek meltdown.
His mission will be to draw up a master-plan for the best way to oversee and enforce economic targets set in Brussels as a key part of a bail-out package for Greece.
The options he will consider include the creation of an “economic government” by the by the end of the year.
“We commit to promote a strong co-ordination of economic policies in Europe,” said a draft text expected to be agreed by EU leaders last night.
“We consider that the European Council should become the economic government of the EU and we propose to increase its role in economic surveillance and the definition of the EU’s growth strategy.”
Mumbai: American Terror Suspect Traveled Unimpeded for Years

An American charged with helping plan the 2008 terrorist attacks in Mumbai, India, moved effortlessly between the United States, Pakistan and India for nearly seven years, training at a militant camp in Pakistan on five occasions, according to a plea agreement released by the Justice Department last week.
The odyssey of David C. Headley, 49, included scouting targets in several cities in India and meeting with a senior operative of Al Qaeda in Pakistan’s tribal areas. These and other new details of Mr. Headley’s activities, contained in the plea agreement, raise troubling questions about how an American citizen could travel for so long undetected from his home base in Chicago to well-established terrorist training camps in Pakistan.
The document shows that Mr. Headley made two trips to North Waziristan, the heart of Qaeda operations in the tribal area where the United States is still pushing Pakistan for a military offensive to clear out militants. His handlers, the document reveals, included a former Pakistani military commander with ties to a Pakistani extremist group and even Al Qaeda.
From there, Mr. Headley not only helped plan the Mumbai attack, it says, but he was put in contact with a Qaeda cell in Europe that may still be operative. The document shows the cell was well supplied with weapons and money and primed for an attack until the moment Mr. Headley was arrested by the F.B.I. at O’Hare airport last October.

Mr. Headley’s plea agreement with the government was not his first. After being sentenced for drug trafficking in the 1990s, he served as an informant in Pakistan for the Drug Enforcement Agency as part of a deal for a lighter sentence.

On March 18, with very little pomp and circumstance, president Obama passed the most recent stimulus act, the $17.5 billion Hiring Incentives to Restore Employment Act (H.R. 2487), brilliantly goalseeked by the administration’s millionaire cronies to abbreviate as HIRE. As it was merely the latest in an endless stream of acts destined to expand the government payroll to infinity, nobody cared about it, or actually read it. Because if anyone had read it, the act would have been known as the Capital Controls Act, as one of the lesser, but infinitely more important provisions on page 27, known as Offset Provisions – Subtitle A—Foreign Account Tax Compliance, institutes just that. In brief, the Provision requires that foreign banks not only withhold 30% of all outgoing capital flows (likely remitting the collection promptly back to the US Treasury) but also disclose the full details of non-exempt account-holders to the US and the IRS. And should this provision be deemed illegal by a given foreign nation’s domestic laws (think Switzerland), well the foreign financial institution is required to close the account. It’s the law. If you thought you could move your capital to the non-sequestration safety of non-US financial institutions, sorry you lose – the law now says so. Capital Controls are now here and are now fully enforced by the law.

Most of the abuse has occurred in Africa, where priests vowed to celibacy, who previously sought out prostitutes, have preyed on nuns to avoid contracting the Aids virus.
Confidential Vatican reports obtained by the National Catholic Reporter, a weekly magazine in the US, have revealed that members of the Catholic clergy have been exploiting their financial and spiritual authority to gain sexual favours from nuns, particularly those from the Third World who are more likely to be culturally conditioned to be subservient to men.
The reports, some of which are recent and some of which have been in circulation for at least seven years, said that such priests had demanded sex in exchange for favours, such as certification to work in a given diocese.
In extreme instances, the priests had made nuns pregnant and then encouraged them to have abortions.
The US article was based on five documents, which senior women from religious orders and priests have presented to the Vatican over the past decade. They describe a particularly bad situation in Africa. In a continent devastated by Aids, nuns, along with early adolescent girls, are perceived by some as safe sexual targets. The reports said that the church authorities had done little to tackle the problem.
The Vatican reports cited countless cases of nuns forced to have sex with priests. Some were obliged to take the pill, others became pregnant and were encouraged to have abortions. In one case in which an African sister was forced to have an abortion, she died during the operation and her aggressor led the funeral mass. Another case involved 29 sisters from the same congregation who all became pregnant to priests in the diocese.

At least 35 people have been killed after two female suicide bombers blew themselves up on Moscow Metro trains in the morning rush hour, officials say.
Twenty-three died in the first blast at 0756 (0356 GMT) as a train stood at the central Lubyanka station, beneath the offices of the FSB intelligence agency.
About 40 minutes later, a second explosion ripped through a train at Park Kultury, leaving another 12 dead.
No-one has said they carried out the worst attack in the capital since 2004.

Neuroscientists Don’t Believe in Souls—But That Doesn’t Mean They Can’t Sell Theirs (to the Pentagon)

It is because I have such high hopes for neuroscience that I’m so upset by two trends in financing of the field. One involves neuroscience’s growing dependence on the Pentagon, which is seeking new ways to help our soldiers and harm our enemies. For a still-timely overview of neuroweapons research, check out the 2006 book Mind Wars by bioethicist Jonathan Moreno of the University of Pennsylvania. (PR disclosure: I brought Moreno to my school to give a talk on March 10.) Potential neuroweapons include drugs, transcranial magnetic stimulators and implanted brain chips that soup up the sensory capacities and memories of soldiers, as well as brain-scanners and electromagnetic beams that read, control or scramble the thoughts of bad guys.
When Moreno was writing his book, neuroscientists were reluctant to talk about their affair with the Pentagon and seemed embarrassed by it. No longer. Last year the National Academy of Sciences published a 136-page report, Opportunities in Neuroscience for Future Army Applications, that makes an unabashed pitch for militarizing brain research. The authors include the neuroluminaries Floyd Bloom of the Scripps Research Institute in La Jolla, Calif., past president of the American Association for the Advancement of Science and editor-in-chief of Science; and Michael Gazzaniga of the University of California at Santa Barbara. Both are members of the U.S. Council on Bioethics.
Here are some ethical questions: Will the militarization of neuroscience really make the world safer, or just trigger a new arms race? Have researchers considered how non-Americans are likely to perceive our neuroweapons program? Some neuroscientists dismiss bionic warriors as a sci-fi fantasy unlikely to be realized soon, if ever. But then should researchers exploit the U.S. military’s gullibility?

In an indictment against the nine unsealed on Monday, the Justice Department said they were part of a group of apocalyptic Christian militants who were plotting to kill law enforcement officers in hopes of inciting an antigovernment uprising, the latest in a recent surge in right-wing militia activity.
The court filing said the group, which called itself the Hutaree, planned to kill an unidentified law enforcement officer and then bomb the funeral caravan using improvised explosive devices based on designs used against American troops by insurgents in Iraq.

Update: Seven Arrested in FBI Raids Linked to Christian Militia Group

At least seven people, including some from Michigan, have been arrested in raids by a FBI-led Joint Terrorism Task Force in Michigan, Ohio and Indiana as part of an investigation into an Adrian-based Christian militia group, a person familiar with the matter said.
The suspects are expected to make an initial appearance in U.S. District Court in Detroit on Monday.
On Sunday, a source close to the investigation in Washington, D.C. confirmed that FBI agents were conducting activities in Washtenaw and Lenawee counties over the weekend in connection to Hutaree, a Christian militia group. Detroit FBI Special Agent Sandra Berchtold told The Detroit News the federal warrants in the case are under court seal and declined further comment.
Sources have said the FBI was in the second day of raids around the southeastern Michigan city of Adrian that are connected to a militia group, known as the Hutaree, an Adrian-based group whose members describe themselves as Christian soldiers preparing for the arrival and battle with the anti-Christ.
WXYZ-TV reports that helicopters were spotted in the sky for much of Saturday night, and agents set up checkpoints throughout the area. Witnesses told the station that it was like a small army had descended on the area. The Department of Homeland Security and the Joint Terrorism Task Force are also involved in the raids.
Mike Lackomar, of Michiganmilitia.com, said both The Southeast Michigan Volunteer Militia and the Michiganmilitia.com were not a part of the raid.
Lackomar said he heard from other militia members that the FBI targeted the Hutaree after its members made threats of violence against Islamic organizations.
“Last night and into today the FBI conducted a raid against homes belonging to the Hutaree. They are a religious cult. They are not part of our militia community,” he said.
Lackomar said he was told there were five arrests Saturday and another five early Sunday. The FBI declined to comment.
One of the Hutaree members called a Michigan militia leader for assistance Saturday after federal agents had already began their raid, Lackomar said, but the militia member — who is of Islamic decent and had heard about the threats — declined to offer help. That Michigan militia leader is now working with federal officials to provide information on the Hutaree member for the investigation, Lackomar said Sunday.
“They are more of survivalist group and in an emergency they withdraw and stand their ground. They are actively training to be alongside Jesus,” he said.
Sources from the Michigan militia community said one of the FBI raids took place Saturday during a wake for a Hutaree member who had died of natural causes. A Hutaree leader was arrested during the wake while at the same time agents were conducting raids at other locations.
The Associated Press is reporting that FBI spokesman Scott Wilson in Cleveland said agents arrested two people Saturday in northwest Ohio. A third arrest was made in Illinois on Sunday, a day after raids in northwest Indiana.
Dawud Walid, executive director of the Council on Islamic-American Relations of Michigan, made an announcement Sunday during the group’s 10th anniversary banquet about receiving a call from a network journalist about the alleged threat against Muslims.
“Don’t allow this news to scare you away from practicing your faith,” said Walid.
Audible gaps were heard throughout the banquet hall when the news was announced. Walid said he will call local authorities about more information on the allegations. He urged local Muslims to recommitt themselves to their faith in light of the accusations.

The Bush administration said yesterday that it plans to start using the nation’s most advanced spy technology for domestic purposes soon, rebuffing challenges by House Democrats over the idea’s legal authority.
Homeland Security Secretary Michael Chertoff said his department will activate his department’s new domestic satellite surveillance office in stages, starting as soon as possible with traditional scientific and homeland security activities — such as tracking hurricane damage, monitoring climate change and creating terrain maps.
Sophisticated overhead sensor data will be used for law enforcement once privacy and civil rights concerns are resolved, he said.

The FBI was conducting raids Saturday night at multiple locations in southeast Michigan.
Action News has learned Homeland Security and the Joint Anti-terrorism Task Force is also involved in a major operation.
Federal officials would not say who they were targeting or where, but the FBI has set up a command center at the Washtenaw County Sheriff’s Department in Ann Arbor, where they have brought in two satellite trucks and a radio tower.
Agents have also obtained search warrants and multiple arrests have been made.

— was injured along with his wife the next day when their car was struck by a hit-and-run driver in the London area.
According to GATA’s contact with Maguire, board member Adrian Douglas, Maguire and his wife were admitted to a hospital overnight and released today and are expected to recover fully.
Maguire told Douglas by telephone today that his car was struck by a car careening out of a side road. When a pedestrian who witnessed the crash tried to block the other driver’s escape, the other driver accelerated at the pedestrian, causing him to jump out of the way to avoid being hit. The other driver’s car then struck two other cars in escaping. But the other driver was caught by police after a chase in which police helicopters were summoned.
We’ll convey more information about the incident as it becomes available.
