It was just one step in a post-election courtship that historians say has few modern parallels, beginning with a private meeting in Mr. Obama’s transition office in Chicago just two weeks after the vote. The announcement of the supposed group was the first known case of possible organized vigilantism in Juárez as police and the military have been apparently unable to stop a plague of killings and other crimes.

“Our mission is to terminate the life of a criminal every 24 hours … The hour has come to stop this disorder in Juárez,” the CCJ stated.

The announcement comes as Juárez struggles with a wave of homicides, extortions, carjackings, robberies and other crimes that began last year.

Business people, teachers, medical professionals and others were targeted by extortionists in the last year as crime surged due in a part to a war between drug cartels. There were more than 1,600 homicides in Juárez last year.

The program’s first volunteer was Sandrine Pitousi, 31, from Kfar Maimon, situated five kilometers from Gaza. “I heard about the project over the radio and decided to join because I’m living in the middle of the conflict,” she said.

Before hanging up the phone prematurely following a Color Red rocket alert, Pitousi, who immigrated to Israel from France in 1993, said she had some experience with public relations from managing a production company.

“During the war, we looked for a way to contribute to the effort,” the ministry’s director general, Erez Halfon, told Haaretz. “We turned to this enormous reservoir of more than a million people with a second mother tongue.” Other languages in which bloggers are sought include Russian and Portuguese.

Halfon said volunteers who send the Absorption Ministry their contact details by e-mail, at media@moia.gov.il, will be registered according to language, and then passed on to the Foreign Ministry’s media department, whose personnel will direct the volunteers to Web sites deemed “problematic.”

RBS shares dropped as low as 18.9 pence and traded down 43 percent at 20 pence at 1 p.m. in London trading, their lowest value since at least September 1988. Lloyds Banking Group Plc dropped 25 percent to 74 pence, as the bank said it still plans to repay the government’s preference shares by the end of the year.

‘Full-scale Nationalization’

Few see the government nationalizing the entire banking system the way Sweden did in the 1990s, but the U.S. is growing more willing to put significant pressure on the largest banks.

Over time, the government could exercise the same day-to-day control over major U.S. banks as with IndyMac Bank, a failed California thrift that the U.S. government operated for much of last year.

“We’re nationalizing banks one at a time now. The real question is, will the biggest ones need to be nationalized?,” said Roy Smith, professor at New York University’s Stern School of Business.

The U.S. banking system desperately needs capital. Estimates of the shortfall range from $700 billion to more than $2 trillion.

That money will not come from the private sector as long as the pending losses are all but impossible to estimate.

The disease, which struck Europe in the Middle Ages killing more than 25 million people, has swept through a training camp for insurgents in Algeria.

The arrival of the plague was discovered when security forces found the body of a dead terrorist by a roadside, the Sun reports.

The victim belonged to the large al-Qaeda network AQLIM (al-Qaeda in the Land of the Islamic Maghreb).

A security source told the paper: “This is the deadliest weapon yet in the war against terror. Most of the terrorists do not have the basic medical supplies needed to treat the disease.

“It spreads It spreads quickly and kills within hours. This will be really worrying al-Qaeda.”

Black Death comes in various forms and was one of the deadliest pandemics in human history when it struck in the 1340s killing 75 million people across North Africa, Asia and Europe.

Bubonic Plague is spread by bites from infected rat fleas. Symptoms include painful boils in the groin, neck and armpits. In Pneumonic Plague, airborn bacteria spread like flu. Without medication it can be deadly.

The new epidemic began in the cave hideouts of AQLIM in Tizi Ouzou province, 150km east of the capital Algiers, the Sun reports.

The group, led by wanted terror figure Abdelmalek Droudkal, was forced to turn its shelters in the Yakouren forest into mass graves and flee.

The group now fears the highly-infectious disease could have spread to other al-Qaeda training camps or Taliban fighters in Afghanistan, the paper said.

A source said: “The emirs (leaders) fear surviving terrorists will surrender to escape a horrible death.”
