September 30: Pope Imposes Deadline for Vatican to Transfer Assets to Bank

Pope Francis on Tuesday imposed an Oct. 1 deadline for all Holy See offices and Vatican-linked institutions to deposit their assets with the Vatican bank.

Francis’ decree follows his decision earlier this year to entrust management of all Vatican assets to one office — the patrimony office known as APSA — in a bid to end decades of mismanagement that culminated with a scandal over a 350 million-euro investment in a London property. Ten people, including former Vatican officials and external brokers, are on trial in the Vatican tribunal on finance-related charges related to the deal.

The Vatican’s economy ministry in July issued a new investment policy requiring all Vatican departments to transfer their assets and investments to APSA via its accounts at the Vatican bank, known as the Institute for Religious Works, or IOR. No specific deadline was given, but the decree published Tuesday says all assets must be transferred by Sept. 30.

The need for a new decree imposing a fixed deadline and stressing there were no exceptions to the regulation suggests some offices or institutions were hoping to keep external accounts or investments.

Germany on Wednesday announced a move to nationalize struggling natural gas supplier Uniper SE as it strives to keep the industry functioning in the wake of a global energy crisis, according to Reuters.

Uniper is Germany’s largest importer of Russian NatGas and has suffered tremendous losses after Russian energy giant Gazprom slashed Nord Stream 1’s pipeline capacity to zero, forcing the utility to purchase natgas outside contracts on the open market at record high prices.


Another Former Putin Ally Dies After ‘Falling Down Several Flights of Stairs’

Anatoly Gerashchenko, the former rector of the Moscow Aviation Institute (MAI), died after reportedly falling down a series of flights of stairs on Tuesday.


Putin Announces Partial Mobilization In Ukraine War Escalation

In a nationwide address that was delayed from its prime-time Tuesday delivery and ahead of votes in four Ukraine regions to join Russia, on Wednesday morning Russian President Vladimir Putin announced a partial military mobilization, while vowing to use all means necessary to defend Russia and pledged to annex the territories already occupied by Russia, raising the stakes in the seven-month-old conflict.

Calling the moves “urgent, necessary steps to defend the sovereignty, security and territorial integrity of Russia,” Putin said that Russia is fighting the full might of NATO. The US and its allies, he said, are seeking to “destroy” Russia.

The partial mobilization means that reservists will be drafted into military service, Putin said, starting immediately. The Armed Forces will draw on military reservists only, and those who have completed national service, the president said promising that they will be provided with additional training along with all the benefits due to people involved in active duty.

The Pentagon has ordered a sweeping review of how it conducts clandestine information warfare after social media sites removed fake accounts that were suspected of being linked to the US military, The Washington Post reported on Monday.

A report published last month by research groups Graphika and the Stanford Internet Observatory detailed the activity of fake accounts on Facebook and Twitter that were promoting pro-Western narratives in posts targeting audiences overseas. The social media companies removed around 150 accounts over the past few years, with some removed recently as they were promoting anti-Russia narratives about the war in Ukraine.

The report did not attribute blame for the accounts, but two unnamed military officials speaking to the Post hinted that US Central Command (CENTCOM) was involved. Separately, the Post said that Facebook removed fictitious personas created by CENTCOM to counter a Chinese claim that Covid-19 originated from the US Army bio lab in Fort Detrick, Maryland.


Russia Plans to Annex Swathes of Ukraine

Russia on Tuesday gave support to plans by separatists which it backs in Ukraine to hold referendums paving the way for the annexation of swathes of additional territory, a direct challenge to the West that could sharply escalate the conflict.

After nearly seven months of war, including a critical battlefield defeat in northeastern Ukraine, Putin is pondering his next steps.

In what appeared to be choreographed requests, Russian-backed officials across 15% of Ukrainian territory – an area about the size of Hungary or Portugal – lined up to request referendums on joining Russia.

The self-styled Donetsk (DPR) and the Luhansk People’s Republics (LPR), which Putin recognised as independent just before the invasion, and the Kherson and Zaporizhzhia regions have asked for votes over less than 24 hours.

U.S. Marine Corps Quietly Changes COVID-19 Vaccine Policy

The U.S. Marine Corps issued guidance to roll back its strict punishments for service members who are seeking COVID-19 vaccine exemptions.

In guidance posted online on Sept. 14, the “Marine Corps will not enforce any order to accept COVID-19 vaccination, administratively separate, or retaliate against Marines in the class for asserting statutory rights under the Religious Freedom Restoration Act.”

That guidance was changed following a recent Florida federal court order that temporarily blocked the Marines from taking action against individuals who seek a religious exemption. The latest guidance posted by the Marines made reference to that order, which was handed down in August.

“Involuntary administrative separation processing of class members for refusing COVID-19 vaccination is suspended,” the memo also said, while it directs commanders to “pause all administrative actions related to the involuntary separation of a class member, regardless of the current status of the separation process.”

Listing several examples, the Marine guidance added that “no orders will be given to receive the vaccine, no counselings will be issued for refusing the vaccine, no administrative separation boards will be conducted,” and no discharges will be issued.
