Fed Lowers Interest Rate to Near-Zero, Stock Futures Go Limit Down Again

Stock futures opened sharply lower Sunday evening, even after the Federal Reserve launched a massive monetary stimulus program — including cutting rates to effectively zero and unveiling plans for large-scale asset purchases.

Specifically, the Fed slashed benchmark interest rates rates by 75 basis points to a band of between 0% and 0.25%. Underscoring the growing fears of a worldwide recession, the surprise announcement came just days ahead of the Fed’s scheduled March monetary policy meeting on Tuesday and Wednesday — and less than two weeks after the Fed had also unexpectedly cut rates by 50 basis points to a range of 1.00-1.25%.

Many market participants had expected the Fed would vote to cut rates to a zero lower bound for the first time since the financial crisis, but anticipated it would happen at this week’s meeting. The Fed will no longer hold its previously scheduled meeting, Fed Chair Jerome Powell said during a press conference Sunday evening.


Hoboken: First U.S. City to Implement a Widespread Curfew Due to Coronavirus Fears, Will Also Limit Restaurants to Takeout and Delivery

The New Jersey city of Hoboken has become the first in the United States to implement a curfew amid the coronavirus outbreak sweeping the country.

Mayor Ravinder Bhalla announced the measure Saturday evening, and said the Office of Emergency Management will enforce a daily curfew from 10 p.m. until 5 a.m., where residents must remain in their homes unless there’s an emergency or they’re required to work at night.

Hoboken officials later clarified that dog-walking would also be allowed, and that the goal of the curfew was instead to prevent activities like house parties.

Bhalla also announced severe restrictions on restaurants and bars, with none being allowed to serve food within their premises.

In a series of tweets Saturday evening, Bhalla explained his rationale, saying “the time is now” to try to protect residents.

If it became law, companies might not be able to earn their liability exemption while offering end-to-end encrypted services. This would put them in the position of either having to accept liability, undermine the protection of end-to-end encryption by adding a backdoor for law enforcement access, or avoid end-to-end encryption altogether.


A Bank in Manhattan Is Cleaned Out of $100 Bills

As the stock market was having its worst day in 30 years on Thursday, customers at a Bank of America branch in Midtown Manhattan, the financial heart of New York, were lining up to take cash out of their accounts — sometimes tens of thousands of dollars at a time.

So many people sought huge sums that the bank branch, at 52nd Street and Park Avenue, temporarily ran out of $100 bills to fulfill large withdrawals, according to three people familiar with the branch’s operations. The shortage hit after a rash of requests for as much as $50,000, said two people who witnessed the rush.

The problem was limited to large bills — the bank’s A.T.M.s stayed stocked and customers with routine transactions were still able to take out cash. By Friday morning, the bank had refilled its supply of big bills, two of the people said.

But the desire for cash persisted: A teller at a JPMorgan Chase branch across the street said on Friday that there had been a “nonstop” stream of customers stockpiling cash over the past two days.

Bill Halldin, a Bank of America spokesman, said the bank had enough cash available at its branches meet its clients’ needs. “We don’t keep large amounts of cash in big bills in the branches because it’s dangerous for our employees and there is low demand,” he said.

Coronavirus: Los Angeles Closes All Schools

Los Angeles Unified School District, the second largest school district in the country, is closing all schools effective Monday, March 16. The shutdown is for two weeks as district officials “evaluate the appropriate path forward”. The measure impacts more than 700,000 students. Teaching is expected to continue remotely.

The closure of Los Angeles’ public schools comes days after most private schools in the city shut doors over the coronavirus pandemic.

‘These next two weeks will be difficult, and we are not certain what lies ahead after that,” LAUSD Superintendent Austin Beutner admitted in his message to parents Friday morning, stressing that the school closure is the only reasonable option to help slow the spread of the virus.
