U.S. Northern Command is executing plans to prepare for a potential pandemic of the novel coronavirus, now called COVID19, according to Navy and Marine Corps service-wide messages issued this week.
An executive order issued by the Joint Staff and approved by Defense Secretary Mark Esper this month directed Northern Command and geographic combatant commanders to initiate pandemic plans, which include ordering commanders to prepare for widespread outbreaks and confining service members with a history of travel to China.
The Navy and Marine Corps messages, issued Tuesday and Wednesday, respectively, reference an executive order directing U.S. Northern Command to implement the Department of Defense Global Campaign plan for Pandemic Influenza and Infectious Diseases 3551-13.
The document serves as the Pentagon’s blueprint for planning and preparing for widespread dispersion of influenza and previously unknown diseases.
U.S. Northern Command said Wednesday it was directed the Joint Staff Feb. 1 to commence “prudent planning” in their assigned role synchronizing the department’s plans for pandemic flu and disease.

Surmont’s psychotic episode continued after his release from the VA, and it took the 45-year-old former Navy SEAL on a weeks-long breaking, entering and vandalizing tour from San Diego to Los Angeles. During that trip, he went far off the grid: ditching his phone, forgetting his own name and believing he was part of a covert military operation where all things in his path — coins, car maneuvers, airplanes, even arresting officers — cued him toward his next steps.
As a Navy SEAL, he was a highly trained military weapon capable of harming a large number of people, so family and friends breathed easier when the father of three resurfaced weeks later as an inmate at an L.A. County jail, calling himself John Francis Kennedy.
Surmont struggled with post-traumatic stress after tours in the Middle East and Asia. A car accident in 2013 worsened and compounded that condition by adding to it a traumatic brain injury. But more than 100 medical checkups and psychological evaluations showed he had no history of psychosis, mania, bipolar disorder, schizophrenia or hallucinations leading up to the onset of his symptoms in early 2017.
VA doctors were stumped when his psychosis fizzled following his incarceration, never to reappear. They noted in Surmont’s medical record that determining the cause was unimportant — an “academic exercise.” But the doctors had a hunch. So did Surmont. So did his family and friends. So did his psychologist and his psychotherapist girlfriend.
It involved Dr. Kevin Murphy, an oncologist and vice chairman in the school of medicine at the University of California San Diego. Medical records show it was Murphy who supervised at least 234 treatments of an unproven type of electromagnetic therapy to Surmont’s brain in the years leading up to the psychotic break.

High-profile investor Jeremy Grantham warned in a letter that falling birth rates in the developed world could accelerate in coming years due to increasing chemical toxicity, allowing only wealthy people to have children.
In recent years, economists have raised concern about the impact on economic growth of slowing birth rates in the developed world. Grantham, who co-founded GMO in the 1970s and is famous for calling the last two major market bubbles, said that trend is poised to accelerate due to increased chemical toxicity in the environment and food products.
“This interference is growing at such a rapid rate that if left alone it is likely to leave us sterile in a few decades with only the rich able to easily afford the healthy lifestyles and the exotic medical help required to have babies,” Grantham said.
While acknowledging that changes in lifestyle choices is responsible for at least some of the slowing birth rates, Graham said increased chemical toxicity is making it harder for women to conceive and lowering sperm counts in men.
UK Government to Give Office of Communications Power to Police Internet Content

The UK government will give Ofcom new regulatory powers to police what is posted on the internet, it has said. The decision was made as part of a new “online harms“ plan that ministers say will protect people as they use the internet.
However, critics say the addition of new rules and regulations could stifle free speech and give the government unprecedented powers to decide what is posted and available on the internet. Campaign group Big Brother Watch has called the plans “dangerous and wrong” and suggested they are “a direct attack on the fundamental right to freedom of expression”.
70 Percent of Pure Human Blood Ready for Transfusion Found to Contain Xanax

Scientists testing a small but random sample of donated blood ready for transfusion have discovered that 70 percent contained traces of Xanax.
Writing in the Journal of Pharmaceutical and Biomedical earlier this month, researchers were surprised by the level of pharmaceuticals detected in supposedly clean blood batches—in particular, the concentrations of cough medicine and anti-anxiety medication.
The testing also revealed that all 18 batches of blood contained caffeine, suggesting America’s love of coffee, tea and other caffeinated beverages runs deep.
For Decades, U.S. and Germany Owned Swiss Crypto Company Used by 120 Countries

Crypto AG, a Swiss cryptographic communications gear company that got its big break building code-making gear for the US Army in World War II, has been a provider of encryption systems for more than 120 countries. And according to a report by The Washington Post and German broadcaster ZDF, the company was owned outright for decades by the Central Intelligence Agency and Germany’s intelligence agency, the BND—allowing the CIA, the National Security Agency, and German intelligence to read the most sensitive communications of practically everyone but the Soviets and Chinese.
That unprecedented level of access allowed the US to monitor Iranian communications during the Iranian hostage crisis, Argentine communications during the Falklands War (shared with British intelligence), the communications of Egyptian President Anwar Sadat during negotiations of an Egypt-Israel peace deal at Camp David, and communications from Libya that confirmed the Qaddafi regime’s involvement in a 1986 West Berlin disco bombing. During the Iran-Iraq War in the 1980s, Iranian communications were “80-90 percent readable,” according to documents viewed by the Post and ZDF.
While German intelligence cashed out of the company in the 1990s, the CIA’s ownership persisted until 2016, even though the intelligence value of the company diminished with the widespread availability of other digital cryptography tools—and a series of missteps, including what a CIA history described as a “storm of publicity” after the arrest of a Crypto AG salesman in Iran in 1992. But the history also informs the US government’s concerns over the potential threat that comes from other countries’ ownership of parts of communications infrastructure, including concerns over China’s Huawei.
U.S. Household Debt Exceeds $14 Trillion for the First Time

Americans increased their borrowing for the 22nd straight quarter as more households took out loans to buy homes or refinance existing mortgages, according to a report released today from the Federal Reserve Bank of New York.
Total U.S. household debt rose by $601 billion in the fourth quarter from a year earlier, or 1.4%, surpassing $14 trillion for the first time, the New York Fed’s quarterly household credit and debt report showed. That’s $1.5 trillion above the previous peak in the third quarter of 2008. Overall household debt is now 26.8% above the second-quarter 2013 trough.
Mortgage borrowing rose by $120 billion to $9.56 trillion. The rate for a 30-year mortgage has fallen by about 100 basis points over the past year, adding to home purchasers’ buying power. For example, a $500,000, 30-year loan costs about $300 less per month.
