Russian Official With Ties to Lawyer in Trump Tower Meeting Dies in Helicopter Crash

A Russian deputy attorney general, who is thought to have directed Russian attorney Natalia Veselnitskaya in her efforts abroad on behalf of Russia’s government, reportedly died Wednesday night in a helicopter crash.

The Daily Beast reported that Saak Albertovich Karapetyan was aboard an unauthorized helicopter flight, which crashed near the village of Vonyshevo, outside of Moscow.

Karapetyan was reportedly behind Veselnitskaya’s global efforts to lobby lawmakers to overturn anti-corruption acts such as the U.S. Magnitsky Act, which passed in 2012. The U.S. legislation is similar to others around the world which commemorate Sergei Magnitsky, a lawyer who died while trying to expose a $230 million fraud scheme in Russia. The acts have reportedly incensed Russian President Vladimir Putin.

French police have opened an investigation after Meng’s wife told authorities that she did not hear from her husband since he left their home in Lyon, where Interpol is also based.


Jeff Bezos Is Planning to Ship ‘Several Metric Tons of Cargo’ to the Moon

Jeff Bezos’s pet aerospace exploration project is planning to send “several metric tons” of unspecified cargo to the Moon in the next five years.

Blue Origin, described by Bezos as “the most important work I’m doing,” signed a letter of intent with German aerospace companies OHB Space Systems and Security and MT Aerospace at the 69th annual International Astronautical Congress (IAC) in Germany on Tuesday. The OHB SE dubbed the lunar project the “Blue Moon” mission in a press release.

It’s not clear exactly what cargo the Blue Moon mission would transport, but it likely includes infrastructure designed to start private business on the Moon: The IAC also detailed the launch of the “Moon Race,” a competition between Blue Origin, Airbus Air and Space, and other space agencies around the world to develop technology that will bring companies around the world to the Moon.

DARPA Is Making Insects That Can Deliver Bioweapons

The U.S. government’s Defense Advanced Research Projects Agency (DARPA) has been accused of trying to create a new class of biological weapons that would be delivered via virus-infected insects.

The Insect Allies program was announced by DARPA in 2016. It is a research project that aims to protect the U.S. agricultural food supply by delivering protective genes to plants via insects, which are responsible for the transmission of most plant viruses. Scientists believe loading the bugs up with viruses that would offer plants protective benefits could be one way of ensuring food security in the event of a major threat.

In an editorial published in the journal Science, a group of researchers led by Richard Guy Reeves, from the Max Planck Institute for Evolutionary Biology in Germany, says Insect Allies isn’t exactly what it says it is. Instead, they claim DARPA is potentially developing insects as a means of delivering a “new class of biological weapon.”

Genetically altering a species to make it more resilient comes with problems. Introducing alterations directly into a species’ chromosome is slow, as the alteration must be passed down through generations before it takes hold.

Instead, scientists with DARPA are looking at introducing genetically modified viruses that can edit chromosomes directly in fields—these are known as horizontal environmental genetic alteration agents (HEGAAs).

The DARPA program is using the principles of HEGAAs but, unlike traditional methods of dispersal—like spraying fields with them—it wants to spread them through insects. At the moment, maize and tomato plants are being used in experiments and the insects being used for dispersal are leafhoppers, aphids and whiteflies.

“Insect Allies aims to develop scalable, readily deployable, and generalizable countermeasures against potential natural and engineered threats to mature crops,” Blake Bextine, DARPA Program Manager for Insect Allies, told Newsweek. “The program is devising technologies to engineer and deliver these targeted therapies on relevant timescales—that is, within a single growing season. To do so, Insect Allies researchers are building on natural, efficient, and highly specific plant virus and insect vector delivery systems to transfer modified, protective genes to plants.”
Why Biological Weapons?

Reeves and his colleagues offer a number of assertions about why Insect Allies could end up being a means of bioweapon dispersal. Firstly, they question the very nature of the project—the use of insects. Why, they say, are insects so integral? What is the problem with spraying HEGAAs?

The team says Insect Allies “appears very limited in its capacity to enhance U.S. agriculture or respond to national emergencies…. As a result, the program may be widely perceived as an effort to develop biological agents for hostile purposes and their means of delivery.”

Potentially, the viruses being introduced could do harm instead of good. The insects could be used to disperse agents that would prevent seeds from growing. “HEGAA weapons could be extremely transmissible to susceptible crop species, particularly where insects were used as the means of delivery,” they write. “Chromosomal editing would be targetable to particular crop varieties dependent on their genome sequence (presumably those varieties not grown by the deploying parties).”

The development of an insect-based system, according to the authors, points to “an intention to develop a means of delivery of HEGAAs for offensive purposes.” The technology, they say, could quickly be simplified and used to develop a whole new class of biological weapons. “In our view, the program is primarily a bad idea because obvious simplifications of the work plan with already-existing technology can generate predictable and fast-acting weapons, along with their means of delivery, capable of threatening virtually any crop species,” they wrote.

In 2015, Amazon.com Inc. began quietly evaluating a startup called Elemental Technologies, a potential acquisition to help with a major expansion of its streaming video service, known today as Amazon Prime Video. Based in Portland, Ore., Elemental made software for compressing massive video files and formatting them for different devices. Its technology had helped stream the Olympic Games online, communicate with the International Space Station, and funnel drone footage to the Central Intelligence Agency. Elemental’s national security contracts weren’t the main reason for the proposed acquisition, but they fit nicely with Amazon’s government businesses, such as the highly secure cloud that Amazon Web Services (AWS) was building for the CIA.

To help with due diligence, AWS, which was overseeing the prospective acquisition, hired a third-party company to scrutinize Elemental’s security, according to one person familiar with the process. The first pass uncovered troubling issues, prompting AWS to take a closer look at Elemental’s main product: the expensive servers that customers installed in their networks to handle the video compression. These servers were assembled for Elemental by Super Micro Computer Inc., a San Jose-based company (commonly known as Supermicro) that’s also one of the world’s biggest suppliers of server motherboards… In late spring of 2015, Elemental’s staff boxed up several servers and sent them to Ontario, Canada, for the third-party security company to test, the person says.

Nested on the servers’ motherboards, the testers found a tiny microchip, not much bigger than a grain of rice, that wasn’t part of the boards’ original design. Amazon reported the discovery to U.S. authorities, sending a shudder through the intelligence community. Elemental’s servers could be found in Department of Defense data centers, the CIA’s drone operations, and the onboard networks of Navy warships. And Elemental was just one of hundreds of Supermicro customers.

During the ensuing top-secret probe, which remains open more than three years later, investigators determined that the chips allowed the attackers to create a stealth doorway into any network that included the altered machines. Multiple people familiar with the matter say investigators found that the chips had been inserted at factories run by manufacturing subcontractors in China.

This attack was something graver than the software-based incidents the world has grown accustomed to seeing. Hardware hacks are more difficult to pull off and potentially more devastating, promising the kind of long-term, stealth access that spy agencies are willing to invest millions of dollars and many years to get.

And here lies the problem: if something goes wrong, few people know how to fix it.

The stakes are especially high for the financial industry, where an estimated $3 trillion in daily commerce flows through COBOL systems. The language underpins deposit accounts, check-clearing services, card networks, ATMs, mortgage servicing, loan ledgers and other services.


Brain Scans Can Detect Who Has Better Skills

To gain new insight into how highly specialized workers learn skills or react to stressful situations, researchers are leveraging advanced scanning technologies to look at what’s happening inside the brain.

In the latest findings, a team of researchers studied surgeons as they performed surgical simulations and found they could identify novice from experienced surgeons by analyzing brain scans taken as the physicians worked.

The researchers, who described their findings Wednesday in the journal Science Advances, said that the part of the brain involved in planning complex behaviors was more active in the novices. Skilled surgeons had more activity in the motor cortex, which is important for movement. The researchers, who developed a machine-learning system to analyze the scans, also showed that training resulted in a shift toward higher activity in the motor cortex.

Amazon will raise its minimum wage to $15 for all full-time, part-time, temporary and seasonal employees from November 1, the company said today.

The hourly $15 minimum wage will benefit more than 250,000 Amazon employees, as well as over 100,000 additional employees who will be hired this holiday season, Amazon said.

The move comes after heavy criticism from U.S. senator Bernie Sanders, who has spoken out against Amazon and its CEO, Jeff Bezos. Sanders introduced a bill last month—the Stop BEZOS Act—which he designed to help employees who rely on federal benefits by taxing corporations.

“We listened to our critics, thought hard about what we wanted to do, and decided we want to lead,” read a short statement attributed to Jeff Bezos, the world’s wealthiest man. “We’re excited about this change and encourage our competitors and other large employers to join us.”

The company will now be advocating for an increase in the federal minimum wage, according to Jay Carney, senior VP of Amazon Global Corporate Affairs. “The current rate of $7.25 was set nearly a decade ago,” he said. “We intend to advocate for a minimum wage increase that will have a profound impact on the lives of tens of millions of people and families across this country.”


Chinese Armed Drones Now Flying Across Mideast Battlefields

High above Yemen’s rebel-held city of Hodeida, a drone controlled by Emirati forces hovered as an SUV carrying a top Shiite Houthi rebel official turned onto a small street and stopped, waiting for another vehicle in its convoy to catch up.

Seconds later, the SUV exploded in flames, killing Saleh al-Samad, a top political figure.

The drone that fired that missile in April was not one of the many American aircraft that have been buzzing across the skies of Yemen, Iraq and Afghanistan since Sept. 11, 2001. It was Chinese.

Across the Middle East, countries locked out of purchasing U.S.-made drones due to rules over excessive civilian casualties are being wooed by Chinese arms dealers, who are world’s main distributor of armed drones.

“The Chinese product now doesn’t lack technology, it only lacks market share,” said Song Zhongping, a Chinese military analyst and former lecturer at the People’s Liberation Army Rocket Force University of Engineering. “And the United States restricting its arms exports is precisely what gives China a great opportunity.”
