Billions for Electric Car Battery Research
August 6th, 2009Mmm hmm.
Via: Green Biz:
President Barack Obama opened a $2.4 billion war chest aimed at catapulting the U.S. forward in the race to develop and mass-produce electric vehicles and batteries.
The U.S. Department of Energy announced the list of 48 grant recipients Wednesday in what is being called the largest ever investment in hybrid and electric car advanced battery technology. The grants, funded by the American Recovery and Reinvestment Act, target U.S.-based manufacturers, automakers, universities, and battery developers in a bid to put a million plug-in hybrid electric vehicles on the road by 2015.
The grants are divided into three areas: $1.5 billion to help U.S. manufacturers produce batteries and grow recycling capacity; $500 million toward U.S. production of electric drive components; and $400 million for education and workforce training, and the purchase and testing of electric vehicles in multiple locations.
Recipients, which agree to match the grant funds, span more than 20 states but are not surprisingly concentrated in existing auto manufacturing hubs such as Michigan and Indiana. Projects include truck stop electrification, hydrothermal lithium ion battery recycling, electric minivan and pickup truck development and deployment, and community college education for aspiring service technicians.
In the largest single grant awarded, Johnson Controls will receive $299.2 million to help fund the production of nickel-cobalt-metal battery cells and packs, which represents about half of the company’s $600 million planned investment in domestic advanced battery development. The State of Michigan also awarded the company $148.5 million in incentives in April for a lithium-ion cell and battery system manufacturing plant in Holland, southwest of Grand Rapids.
General Motors received a combined $241.4 million in grants for the production of the battery packs that will power the Chevy Volt, demonstration of the highly anticipated plug-in hybrid electric vehicle, and the construction of manufacturing capacity for its rear-wheel electric drive system.
Lithium ion battery maker A123Systems scored a $249 million grant to help the Watertown, Mass.-based company build battery manufacturing facilities, the first of which is planned for Livonia, Mich.
Report “Fishy” Information to the White House
August 6th, 2009I pity the fool who has to monitor flag@whitehouse.gov.
Via: Dallas News:
Texas Sen. John Cornyn, accusing the White House of compiling an “enemies list,” has asked President Barack Obama to stop an effort to collect “fishy” information Americans see about a health care overhaul.
Cornyn, who leads the Republicans’ Senate campaign effort, said Wednesday in a letter to Obama that he’s concerned that citizen engagement on the issue could be “chilled.” He also expressed alarm that the White House could end up collecting electronic information on its critics.
“I can only imagine the level of justifiable outrage had your predecessor asked Americans to forward e-mails critical of his policies to the White House,” Cornyn wrote.
Cornyn was responding to a post on the White House’s blog Wednesday in which users are asked to help stop the spread of disinformation about legislation to overhaul health insurance. The post offers an e-mail address, flag@whitehouse.gov, for users to forward anything “on the web about health insurance reform that seems fishy.”
The White House said the post was merely designed to fight “intentionally misleading” information in the health care debate.
“We want to be sure people have the facts about health insurance reform that will lower costs, protect consumers from insurance regulations that deny them coverage and assure quality and affordable health care for all Americans,” said Adam Abrams, a White House spokesman. He said no lists or sources of the information would be compiled.
In his letter, Cornyn asked that the effort cease immediately and that the administration inform Congress what it’s doing to ensure that names and electronic information about citizens weighing in on health care are not collected.
Kevin McLaughlin, a spokesman for the senator, said that the office had received no response from the administration.
He said Cornyn had not yet considered whether he would push for legislation to address the matter if necessary.
Green Shoots: About Half of U.S. Mortgages Seen Underwater by 2011
August 6th, 2009Via: Reuters:
The percentage of U.S. homeowners who owe more than their house is worth will nearly double to 48 percent in 2011 from 26 percent at the end of March, portending another blow to the housing market, Deutsche Bank said on Wednesday.
Home price declines will have their biggest impact on prime “conforming” loans that meet underwriting and size guidelines of Fannie Mae and Freddie Mac, the bank said in a report. Prime conforming loans make up two-thirds of mortgages, and are typically less risky because of stringent requirements.
“We project the next phase of the housing decline will have a far greater impact on prime borrowers,” Deutsche analysts Karen Weaver and Ying Shen said in the report.
Of prime conforming loans, 41 percent will be “underwater” by the first quarter of 2011, up from 16 percent at the end of the first quarter 2009, it said. Forty-six percent of prime jumbo loans will be larger than their properties’ value, up from 29 percent, it said.
“The impact of this is significant given that these markets have the largest share of the total mortgage market outstanding,” the analysts said. Prime jumbo loans make up 13 percent of the total market.
Deutsche’s dire assessment comes amid a bolt of evidence in recent months that point to stabilization in the U.S. housing market after three years of price drops. This week, the National Association of Realtors said pending home sales rose for a fifth straight month in June. A widely watched index released in July showed home prices in May rose for the first time since 2006.
Covering 100 U.S. metropolitan areas, Deutsche Bank in June forecast home prices would fall 14 percent through the first quarter of 2011, for a total drop of 41.7 percent.
The drop in home prices is fueling a vicious cycle of foreclosures as it eliminates homeowner equity and gives borrowers an incentive to walk away from their mortgages. The more severe the negative equity, the more likely are defaults, since many borrowers believe prices will not recover enough.
Homeowners with the riskiest mortgages taken out during the housing boom have seen the greatest erosion in equity, in part because they were “affordability products” originated at the housing peak, Deutsche said. They include subprime loans, of which 69 percent will be underwater in 2011, up from 50 percent in March, Deutsche said,
Of option adjustable-rate mortgages — which cut payments by allowing principal balances to rise — 89 percent will be underwater in 2011, up from 77 percent, the report said.
Regions suffering the worst negative equity are areas in California, Florida, Arizona, Nevada, Ohio, Michigan, Illinois, Wisconsin, Massachusetts and West Virginia. Las Vegas and parts of Florida and California will see 90 percent or more of their loans underwater by 2011, it added.
“For many, the home has morphed from piggy bank to albatross,” the analysts said.
Texas: NSA’s New Data-Mining Facility in San Antonio
August 6th, 2009Can you hear me now?
Via: Current:
Surrounded by barbwire fencing, the anonymous yet massive building on West Military Drive near San Antonio’s Loop 410 freeway looms mysteriously with no identifying signs of any kind. Surveillance is tight, with security cameras surrounding the under-construction building. Readers are advised not to take any photos unless you care to be detained for at least a 45-minute interrogation by the National Security Agency, as this reporter was.
There’s a strangely blurry line during such an interrogation. After viewing the five photos I’d taken of the NSA’s new Texas Cryptology Center, the NSA officer asked if I would delete them. When I asked if he was ordering me to do so, he said no; he was asking as a personal favor. I declined and was eventually released.
America’s top spy agency has taken over the former Sony microchip plant and is transforming it into a new data-mining headquarters — oddly positioned directly across the street from a 24-hour Walmart — where billions of electronic communications will be sifted in the agency’s mission to identify terrorist threats.
“No longer able to store all the intercepted phone calls and e-mail in its secret city, the agency has now built a new data warehouse in San Antonio, Texas,” writes author James Bamford in the Shadow Factory, his third book about the NSA. “Costing, with renovations, upwards of $130 million, the 470,000-square-foot facility will be almost the size of the Alamodome. Considering how much data can now be squeezed onto a small flash drive, the new NSA building may eventually be able to hold all the information in the world.”
Croudsourced WooWoo Trading Experiment
August 5th, 2009I have a nice gain on a stock trade that is live in the market now. Earnings are about to be released.
I have written out options on how to proceed. Below are four different randomly generated 16 character strings. One of those corresponds to the optimal course of action to take. Optimal means that the course of action will produce the highest short term gain.
Which course of action will result in the highest short term gain?
- x4t99mn9cm7o9k6j (45%, 135 Votes)
- mubapuk4x8br87xg (31%, 94 Votes)
- 5m7pht21c3f6mfpk (17%, 51 Votes)
- jte8ddeaqbof6dj9 (8%, 23 Votes)
Total Voters: 299
I have already chosen one of the options, and I have no idea how it’s going to play out. As I was looking at my squiggly lines and charts, I thought, “I wonder if the Cryptogon hive subconscious can produce a better result on this?” After chuckling about it for a while, I then thought, “Why not try!?”
You won’t have to wait long to see how this little experiment will turn out.
UPDATE 1: 8/5/2009 – 11:33pm EST: FASCINATING RESULT
I’m not revealing the name of the company in question because I don’t want anyone to interpret this as some kind of recommendation.
Here’s how you guys voted:
45% – x4t99mn9cm7o9k6j – Wait until after [stock symbol] releases earnings today, August 5, 2009, at 5pm EST
31% – mubapuk4x8br87xg – Null
17% – 5m7pht21c3f6mfpk – Null
7% – jte8ddeaqbof6dj9 – Sell [stock symbol] at the close, today, August 5, 2009 before earnings are released
Well, believe it or not, 45% of participants picked the option that I decided to go with before I wrote this post. I decided to hold through earnings. The closing price on the stock was $2.91, up .10 (3.56%). In afterhours, the stock was down .11 (-3.78%).
I wrote the exercise pretty fast, and now, upon reflection, I see a couple of problems with it.
The first problem is that I knew which combination of numbers and letters was associated with the course of action that I took. Did you guys somehow pick up on what I’d done?
I should have made a better effort to eliminate that possibility. I should have had Becky (my wife) associate the random characters with the options so that I had no knowledge of the links. It could have been done with strips of paper in two bowls; the four sets of random characters in one bowl and the courses of action on folded pieces of paper in the second bowl. She could have drawn the random characters and then paperclipped them to the options (which wouldn’t be visible, even to her).
Why didn’t I do that? First of all, Becky was asleep. Second of all, I was pretty sure that this poll would come back with about 25% of the votes equally distributed among the four options, two of which were noise. HAHA. It didn’t go that way.
Additionally, this option is not specific enough: Wait until after [stock symbol] releases earnings today, August 5, 2009, at 5pm EST.
I should have written it with a hard stop date included. For example: Wait until after [stock symbol] releases earnings today, August 5, 2009, at 5pm EST, and then sell the open on August 6, 2009.
Thanks to the 299 of you who participated in this. It will be interesting to see what happens to the stock price going forward.
Now, to save time and effort: There’s no need to leave comments saying that this could all be chance. Thanks Captain Obvious, I read you loud and clear. Yes, this could be chance.
—End Update—
UPDATE 2: 8/6/2009 – 10:10am EST: You/Me/We Were Right
It went up at the open and hit $3—and then gapped down.

Blackwater Founder Implicated in Murder
August 5th, 2009Via: The Nation:
A former Blackwater employee and an ex-US Marine who has worked as a security operative for the company have made a series of explosive allegations in sworn statements filed on August 3 in federal court in Virginia. The two men claim that the company’s owner, Erik Prince, may have murdered or facilitated the murder of individuals who were cooperating with federal authorities investigating the company. The former employee also alleges that Prince “views himself as a Christian crusader tasked with eliminating Muslims and the Islamic faith from the globe,” and that Prince’s companies “encouraged and rewarded the destruction of Iraqi life.”
In their testimony, both men also allege that Blackwater was smuggling weapons into Iraq. One of the men alleges that Prince turned a profit by transporting “illegal” or “unlawful” weapons into the country on Prince’s private planes. They also charge that Prince and other Blackwater executives destroyed incriminating videos, emails and other documents and have intentionally deceived the US State Department and other federal agencies. The identities of the two individuals were sealed out of concerns for their safety.
These allegations, and a series of other charges, are contained in sworn affidavits, given under penalty of perjury, filed late at night on August 3 in the Eastern District of Virginia as part of a seventy-page motion by lawyers for Iraqi civilians suing Blackwater for alleged war crimes and other misconduct. Susan Burke, a private attorney working in conjunction with the Center for Constitutional Rights, is suing Blackwater in five separate civil cases filed in the Washington, DC, area. They were recently consolidated before Judge T.S. Ellis III of the Eastern District of Virginia for pretrial motions. Burke filed the August 3 motion in response to Blackwater’s motion to dismiss the case. Blackwater asserts that Prince and the company are innocent of any wrongdoing and that they were professionally performing their duties on behalf of their employer, the US State Department.
Russian Subs Patrolling Off East Coast of U.S.
August 5th, 2009HA. How many nuclear powered U.S. subs are parked around Russia?
Via: New York Times:
A pair of nuclear-powered Russian attack submarines has been patrolling off the eastern seaboard of the United States in recent days, a rare mission that has raised concerns inside the Pentagon and intelligence agencies about a more assertive stance by the Russian military.
The episode has echoes of the cold war era, when the United States and the Soviet Union regularly parked submarines off each other’s coasts to steal military secrets, track the movements of their underwater fleets — and be poised for war.
But the collapse of the Soviet Union all but eliminated the ability of the Russian Navy to operate far from home ports, making the current submarine patrols thousands of miles from Russia more surprising for military officials and defense policy experts.
“I don’t think they’ve put two first-line nuclear subs off the U.S. coast in about 15 years,” said Norman Polmar, a naval historian and submarine warfare expert.
The submarines are of the Akula class, a counterpart to the Los Angeles class attack subs of the United States Navy, and not one of the larger submarines that can launch intercontinental nuclear missiles.
According to Defense Department officials, one of the Russian submarines remained in international waters on Tuesday about 200 miles off the coast of the United States. The location of the second remained unclear. One senior official said the second submarine traveled south in recent days toward Cuba, while another senior official with access to reports on the surveillance mission said it had sailed away in a northerly direction.
Calls to Double Security Forces in Afghanistan
August 5th, 2009Charge it.
Via: Bloomberg:
President Barack Obama and top U.S. military commanders are being pressed by senators and civilian advisers to more than double the size of Afghan security forces, a move that would cost billions of dollars.
In letters and face-to-face meetings, the lawmakers and defense officials urged Obama, National Security Advisor Jim Jones and the new U.S. commander in Afghanistan to boost the Afghan National Army and police from current levels of 175,000 to at least 400,000.
“Any further postponement” of a decision to support a surge in Afghan forces will hamper U.S. efforts to quell an insurgency in its eighth year, Senators Joseph Lieberman, chairman of the Homeland Security Committee, and Carl Levin, chairman of the Armed Services Committee, wrote to the White House in a July 21 letter obtained by Bloomberg News.
General Stanley McChrystal, the new U.S. and NATO commander in Afghanistan, will recommend a speedier expansion of Afghan forces beyond current targets in an assessment he will give U.S. Defense Secretary Robert Gates and North Atlantic Treaty Organization Secretary General Anders Fogh Rasmussen by Aug. 14, according to a military official familiar with the review.
McChrystal won’t suggest in his report how many additional U.S. or NATO troops would be needed to train those Afghan forces or to boost the U.S. fighting effort, the official said. Any discussion of U.S. or NATO troops will come in the weeks after McChrystal’s assessment is submitted.
Substantial Expansion
In a meeting last week with Lieutenant General Douglas Lute, the deputy national security adviser who oversees Afghan policy at the White House, Levin said a substantial expansion of Afghan forces is essential, according to his spokeswoman, Tara Andringa.
In a May 19 letter to Obama, 17 Democrats and Republicans on the Senate Armed Services Committee, including Levin, a Michigan Democrat, Lieberman, a Connecticut independent, and Senator John McCain of Arizona, the 2008 Republican presidential candidate, urged a doubling of Afghan forces. They cautioned Obama against “taking an incremental approach” that “does not reflect the realities on the ground.”
The U.S. already has agreed to fast-track the buildup of combined Afghan security forces to 134,000 Army personnel and 96,800 police — 230,800 in all — by 2011, according to U.S. Central Command.
Russia Raises Readiness of Troops in South Ossetia
August 5th, 2009Via: Reuters:
A year after fighting a war with Georgia, Russia strengthened the combat readiness of its troops in the rebel region of South Ossetia on Tuesday and warned the United States against rearming Georgia.
“Provocations from the Georgian side … are not stopping,” Andrei Nesterenko, a Russian Foreign Ministry spokesman, said in a statement. “In connection with this, we have stepped up the combat readiness of Russian troops and border guards.”
Tension has been rising in South Ossetia ahead of the August 7 anniversary of the war, which began when Georgian forces launched an assault on the Moscow-backed rebel enclave.
Kremlin chief Dmitry Medvedev discussed the situation in Georgia with U.S. President Barack Obama on Tuesday. The Kremlin said they discussed the lessons of last year’s war by telephone but gave no details on what was said about Georgia.
The European Union has called on all sides to show restraint but in recent days the rebels and Georgia have accused each other of firing across the de facto border.
“The Russian occupiers and proxy regimes still continue to pursue their efforts aimed at further raising tension,” the Georgian Foreign Ministry said in a statement.
Tbilisi said late on Monday that three rocket-propelled grenades were fired from the rebel region at a Georgian village near the boundary. No one was hurt. South Ossetia has accused Georgian forces of firing mortars, a charge Tbilisi denied.
The rebel region’s leader ordered the closure of the last segment of the border through which ethnic Georgians living in the Georgian-populated Akhalgori region had previously been given permission to cross.
“To avoid any kind of provocation from the Georgian side, from 12 o’clock tonight the state border with the republic of South Ossetia will be closed,” the enclave’s leader, Eduard Kokoity, a 44-year-old ex-wrestler, said on the rebel website www.cominf.org.
The only official way into the pine-covered region is through the Rocky Tunnel from Russia’s North Ossetia region.
National Guard Troops May be Needed in Troubled Alabama County
August 5th, 2009Via: AP:
The sheriff in Alabama’s most populous county may call for the National Guard to help maintain order, a spokesman said Tuesday, after a judge cleared the way for cuts in the sheriff’s budget and hopes dimmed for a quick end to a budget crisis.
Circuit Judge Joseph L. Boohaker ruled that leaders in Jefferson County — now trying to head off a municipal bankruptcy filing of historic proportions — could go ahead with plans to slash $4.1 million from the budget of Sheriff Mike Hale, who had filed a lawsuit that temporarily blocked spending cuts for his office.
About 1,000 county workers already are on unpaid leave because courts threw out a key county tax, and Hale has warned that reductions to his budget would mean fewer patrols by deputies and decreased courthouse security.
A spokesman for Hale, Randy Christian, said the sheriff told Gov. Bob Riley after the ruling that state assistance may be needed to perform basic law enforcement tasks once the department’s current funding is exhausted in early September.
“We will certainly be looking at calling in the National Guard,” said Christian.
Hale may have to cut as many as 188 deputies and almost 300 civilian workers out of more than 700 employees total because of Boohaker’s ruling, Christian said. That would leave just enough workers to staff the county’s two jails, which hold about 1,000 prisoners on average.
Christian said the department couldn’t close either jail or release inmates, but it would send as many prisoners as possible to the state prison system, which already is badly overcrowded.
Riley previously refused to declare a state of emergency in Jefferson County, which has about 640,000 residents and includes the state’s largest city, Birmingham. But he hasn’t ruled out sending in Guard members or state troopers if needed.
