Schwarzenegger Declares Swine Flu Emergency in California
April 28th, 2009Via: ABC News:
Alarmed by the growing number of swine flu cases and the possibility that a California man may have died from the disease, Gov. Arnold Schwarzenegger declared a state of emergency today to help deal with the outbreak.
The swine flu virus outbreak spread to two more states and the total number of cases confirmed in the U.S. jumped to 71, health officials said. That figure is expected to keep rising.
“I do expect more cases and expect more states to be affected,” Rear Admiral Dr. Anne Schuchat, interim deputy director for the Centers for Disease Control and Prevention’s science and public health program, told a Senate hearing today. “I think we need to be prepared that even if it starts to look a little better, it may get a little worse.”
California has confirmed 15 cases of swine flu, and today it was investigating whether two deaths occurred as a result of the virus. According to Los Angeles County public health official Jonathan Fielding, one of the deaths has been discounted as resulting from swine flu, but the other is still being investigated. If this case is confirmed, it would be the first death in the U.S. attributed to the illness.
Richard Besser, acting director of the federal Centers for Disease Control and Prevention, declined to comment on the California investigation, but said, “I fully expect we will see deaths from this infection.”

Mexico Outbreak Traced to ‘Manure Lagoons’ at Pig Farm
April 28th, 2009This is an interesting story. Of course, it doesn’t mention the fact that, back in February, Panasonic knew that a pandemic flu event was going to happen.
Via: Times Online:
The first known case of swine flu emerged a fortnight earlier than previously thought in a village where residents have long complained about the smell and flies from a nearby pig farm, it emerged last night.
The Mexican Government said it initially thought that the victim, Edgar Hernandez, 4, was suffering from ordinary influenza but laboratory testing has since shown that he had contracted swine flu. The boy went on to make a full recovery, although it is thought that at least 148 others in Mexico have died from the disease, and the number is expected to rise.
News of the infected boy is expected to create controversy in Mexico because the boy lived in Veracruz state, home to thousands of farmers who claim that their land was stolen from them by the Mexican Government in 1992. The farmers, who call themselves Los 400 Pueblos – The 400 Towns – are famous for their naked marches through the streets of Mexico City.
The boy’s hometown, La Gloria, is also close to a pig farm that raises almost 1 million animals a year. The facility, Granjas Carroll de Mexico, is partly owned by Smithfield Foods, a Virginia-based US company and the world’s largest producer and processor of pork products. Residents of La Gloria have long complained about the clouds of flies that are drawn the so-called “manure lagoons” created by such mega-farms, known in the agriculture business as Confined Animal Feeding Operations (CAFOs).
It is now known that there was a widespread outbreak of a powerful respiratory disease in the La Gloria area earlier this month, with some of the town’s residents falling ill in February. Health workers soon intervened, sealing off the town and spraying chemicals to kill the flies that were reportedly swarming through people’s homes.
A spokeswoman for Smithfield, Keira Ullrich, said that the company had found no clinical signs or symptoms of the presence of swine influenza in its swine herd or its employees working at its joint ventures anywhere in Mexico. Meanwhile, Mexico’s National Organisation of Pig Production and Producers released its own statement, saying: “We deny completely that the influenza virus affecting Mexico originated in pigs because it has been scientifically demonstrated that this is not possible.”
According reports gathered on the website of James Wilson, a founding member of the Biosurveillance Indication and Warning Analysis Community (BIWAC), about 60 per cent of La Gloria’s 3,000-strong population have sought medical assistance since February.
“Residents claimed that three pediatric cases, all under two years of age, died from the outbreak,” wrote Mr Wilson. “However, officials stated that there was no direct link between the pediatric deaths and the outbreak; they said the three fatal cases were isolated and not related to each other.”
The case of the four-year-old boy was announced yesterday by Mexico’s Health Minister, Jose Angel Cordova, at a press conference that was briefly interrupted by an earthquake. “We are at the most critical moment of the epidemic. The number of cases will keep rising so we have to reinforce preventive measures,” he said, adding that in addition to the 149 deaths another 2,000 had been hospitalised with “grave pneumonia”, although at least half of that number had since made a full recovery.
Mr Cordova went on to say that there have been no new cases detected in La Gloria but epidemiologists want to take a closer look at pigs in Mexico as a potential source of the outbreak.
As the desease spread Greater Mexico City, usually a chaotic, traffic-snarled megatropolis of 22 million – where braised pork or carnitas, is prepared at taco stands on busy street corners – remained at a virtual standstill yesterday.
A majority of people are now wearing surgical masks and or plastic gloves in public. Airport terminals are deserted. Schools and government offices are closed and will remain so until at least early May – creating a childcare crisis for millions of working parents.
Many Mexicans are fearing the economic devastation caused by the health emergency as much as they are the prospect of swine flu. Adding to the misery, several countries including China have banned imports of live pigs and pork products from Mexico (and parts of the US) in spite of claims by farming trade groups that it is impossible to catch the virus from cooked meat.
Flashback: CDC to Mix Avian, Human Flu Viruses in Pandemic Study
April 28th, 2009Via: CIDRAP:
One of the worst fears of infectious disease experts is that the H5N1 avian influenza virus now circulating in parts of Asia will combine with a human-adapted flu virus to create a deadly new flu virus that could spread around the world.
That could happen, scientists predict, if someone who is already infected with an ordinary flu virus contracts the avian virus at the same time. The avian virus has already caused at least 48 confirmed human illness cases in Asia, of which 35 have been fatal. The virus has shown little ability to spread from person to person, but the fear is that a hybrid could combine the killing power of the avian virus with the transmissibility of human flu viruses.
Now, rather than waiting to see if nature spawns such a hybrid, US scientists are planning to try to breed one themselves—in the name of preparedness.
The Centers for Disease Control and Prevention (CDC) will soon launch experiments designed to combine the H5N1 virus and human flu viruses and then see how the resulting hybrids affect animals. The goal is to assess the chances that such a “reassortant” virus will emerge and how dangerous it might be.
…
Because of the obvious risks in creating viruses with the potential to spark a pandemic, the work will be done in a biosafety level 3 (BSL-3) laboratory at the CDC in Atlanta, Daigle told CIDRAP News.
“We recognize that there is concern by some over this type of work. This concern may be heightened by reports of recent lab exposures in other lab facilities,” he said. “But CDC has an incredible record in lab safety and is taking very strict precautions.”
Daigle said the US Department of Agriculture requires that highly pathogenic avian influenza (HPAI) viruses be treated as “Select Agents” and that research on them must be done in BSL-3 labs with “enhancements.” These include “special provisions to protect both laboratory workers and the environment.”
BSL-3 is the second highest level of laboratory biosecurity. It is used for work with pathogens that may cause serious or potentially lethal disease if inhaled, such as tuberculosis or St. Louis encephalitis, according to the CDC.

MI6 Scrapped Major Drug Operation After Data Loss
April 28th, 2009Via: IT News:
The UK’s MI6 had to abandon a multimillion pound covert anti-drugs operation after it lost a memory stick containing the project’s top secret information.
The data was lost in 2006 by a female agent, known only as ‘T’, but was only confirmed by the Serious Organised Crime Agency (Soca) on Saturday.
MI6 claims that its data handling procedures have been updated and improved since the loss.
‘T’ had been carrying the storage device in her handbag, which she left on a transit coach in Columbia.
The loss put dozens of agents’ and informants’ lives at risk, and Soca had to relocate the individuals in case the device fell into the wrong hands.
Soca was given £416 million (A$856 million) in resource funding in 2006, but would not comment on how much money it lost due to the mislaid device.
“This simple act of forgetfulness with unencrypted data caused huge problems and costs for the intelligence community,” said Nick Lowe, northern European head at data security firm Check Point.
“Our February 2009 industry survey showed that less than 50 per cent of UK public and private sector organisations use any form of data encryption.”
A Soca spokesman said that, when the agency was set up in 2006, it was an amalgamation of a number of former agencies, and that it took a while to establish a standard data handling procedure.
He said that, since the UK government required Soca to start reporting on data losses, the agency had not suffered a single breach of personal or sensitive information.

California: Unemployment Situation Prompts Schwarzenegger to Issue Emergency Proclamation
April 28th, 2009Via: Los Angeles Times:
Unemployment in California shot to 11.2% in March, the highest level since the state began keeping records. What’s more, the number of people out of work for almost a year rose by 9.4%, and has now doubled in the last 12 months.
…
The state has been scrambling to assist the unemployed with mixed success. The California unemployment insurance fund is insolvent and being bailed out with billions of dollars in federal money. The Employment Development Department’s obsolete computer system and telephone call centers are swamped with hundreds of thousands of claims.
On Friday, Gov. Arnold Schwarzenegger issued an emergency proclamation designed to speed the hiring of 150 staffers to help ease the logjam.

On the Terrorist Watch List? Don’t Even Try to Fly Over the U.S.: Air France Flight Diverted Because a Journalist, Who Is Critical of U.S. Foreign Policy, Was On Board
April 28th, 2009Madness.
Via: Progreso Weekly:
Air France Flight 438, from Paris, was to land at Mexico City at 6 p.m. on Saturday, April 18. Five hours before landing, the captain’s voice announced that U.S. authorities had prohibited the plane from flying over U.S. territory. The explanation: among the passengers aboard was a person who was not welcome in the United States for reasons of national security.
A few minutes later, the same voice told the startled passengers that the plane was heading for Fort-de-France, Martinique, because the detour the plan needed to take to reach its destination was too long and the fuel was insufficient.
The stopover in that French territory in the Caribbean would be only to refuel the plane. Exhaustion was becoming an issue among the passengers. But the central question, spoken in undertones, was the identity of the “terrorist” passenger, because if the “gringos” say it, “it must be because he must be a terrorist.”
Looking at those of us sitting in the back of the plane, two passengers said no terrorist could be there because “nobody there looks like a Muslim.”
Again in the air, and preparing for another four hours of travel, a man who identified himself as the copilot came to me. Trying to look discreet, he asked if I was “Mr. Calvo Ospina.” I told him yes.
“The captain wants to sleep, that’s why I came here,” he said, and he invited me to accompany him to the back of the plane. There, he told me that I was the person “responsible” for the detour. I was astonished.
My first reaction was to ask him: “Do you think I’m a terrorist?” He said no, that’s the reason I’m telling you this. He also assured me that it was strange that this was the first time it happened on an Air France plane.

Why Harvard Is Bad for Wall Street
April 28th, 2009Five year old article.
Via: Slate:
The more Harvard grads on Wall Street, the worse the market does. Soifer counts the proportion of the class that goes into the six categories of jobs that “depend to a large extent on the stock market”: investment banking, investment management, sales and trading, venture capital, private equity, or leveraged buyouts. Historically, when fewer than 10 percent of HBS grads go into these fields, it’s a signal that stocks are a long-term buy. The figure last fell below 10 percent in the early 1980s, just before the great recent bull run began. The worst year was 1937, when only 1 percent of alums went into the securities industry. For long-term investors, the late ’30s turned out to be a great time to buy stocks.
The HBS grads are an even better “sell” warning. Soifer has found that when 30 percent or more of HBS alums throng into the industry, it’s a sell signal. In 1987, more than three of every 10 HBS grads rushed to join the crowds playing Liar’s Poker—just in time for the crash. In 2000, the year of the market meltdown, 30 percent of HBS grads went to Wall Street. In 2001 and 2002, as 32 percent and 36 percent of HBS grads entered the sector, the malaise continued. HBS students finally got wise in early 2003, as only 23 percent went into the industry. Soifer presciently noted that this 2003 drop was an indicator that the market was about to have a good year, which it did.

“Is This It?”
April 28th, 2009Someone emailed, wondering if this is “it” with regard to the swine flu situation:
You’ve seen an event along these lines coming for a long time, is this it?
I wish I could offer something better than: I don’t know. But, I don’t know.
If I had to guess, I’d have to say: No, this probably isn’t “it.” Whatever the true nature of this flu situation is, it doesn’t appear to be causing many deaths. We have seen reports of over one hundred people dead from it in Mexico, but how immune compromised were the people who supposedly died from it? Why are people dropping dead from it there and not elsewhere?
Obviously, being on the outside of whatever the plan is, I’m not going to fathom out the details. For me, personally, these are the questions I ask when assessing the situation:
Are millions of people dying in multiple locations around the world? No.
Are governments forcing people to take vaccinations (or other treatments) for it? No.
Are people being rounded up and taken to camps? No. (Voluntary quarantine of a couple of dozen people around the world doesn’t count, in my opinion.)
In other words, this is probably not The Big One.
I’m not saying that this isn’t some kind of engineered bug, my guess is that it is. But the payload doesn’t seem to be armed, or it’s attenuated, or it’s something less than The Big One would be.
Obviously, it’s early days. The situation could change rapidly. My advice would be to stay tuned in, but not so tuned in that you start to believe whatever bullshit is dribbling out of your TV or radio or Intertube. Stay calm, but have a plan ready to execute if necessary.
Use normal flu avoidance precautions, like washing your hands with soap hot water and eating nutrient dense, whole foods.
Looking ahead, I wouldn’t take the corporate state’s “medicine,” if it should happen to be on offer. If they try to force it on you, only you can decide how that’s going to go. And, if you’re like me, you’re better off not talking about that in public.
Container of Swine Virus Explodes on Swiss Train
April 28th, 2009Via: Reuters:
A container of flu virus samples packed in dry ice exploded on a Swiss train, injuring one person but posing no other risks to humans, police said on Tuesday. Skip related content
The box held vials of swine flu virus, although a different strain than the H1N1 variety that has caused about 150 deaths in Mexico and infected people in the United States, Canada, Spain and Britain.
A technician was transporting the container on Monday night to the Swiss national flu centre in Geneva, where scientists are developing a flu test for humans, police said.
One woman was hurt when the box exploded in reaction to the dry ice used to keep the samples cold.
After consulting virus specialists, the police decided to stop the St. Gallen to Geneva train before it entered the station in Lausanne.
The virus specialists confirmed that the samples being transported posed no risks to humans, police said.
