GCHQ Has Developed Covert Tools to Seed the Internet with False Information

The secretive British spy agency GCHQ has developed covert tools to seed the internet with false information, including the ability to manipulate the results of online polls, artificially inflate pageview counts on web sites, “amplif[y]” sanctioned messages on YouTube, and censor video content judged to be “extremist.” The capabilities, detailed in documents provided by NSA whistleblower Edward Snowden, even include an old standby for pre-adolescent prank callers everywhere: A way to connect two unsuspecting phone users together in a call.

The tools were created by GCHQ’s Joint Threat Research Intelligence Group (JTRIG), and constitute some of the most startling methods of propaganda and internet deception contained within the Snowden archive. Previously disclosed documents have detailed JTRIG’s use of “fake victim blog posts,” “false flag operations,” “honey traps” and psychological manipulation to target online activists, monitor visitors to WikiLeaks, and spy on YouTube and Facebook users.

But as the U.K. Parliament today debates a fast-tracked bill to provide the government with greater surveillance powers, one which Prime Minister David Cameron has justified as an “emergency” to “help keep us safe,” a newly released top-secret GCHQ document called “JTRIG Tools and Techniques” provides a comprehensive, birds-eye view of just how underhanded and invasive this unit’s operations are. The document—available in full here—is designed to notify other GCHQ units of JTRIG’s “weaponised capability” when it comes to the dark internet arts, and serves as a sort of hacker’s buffet for wreaking online havoc.


A Contraceptive Implant with Remote Control

A startup has developed a contraceptive chip that could be deactivated and reactivated using a wireless remote.

Developed by MicroCHIPS of Lexington, Massachusetts, the device will begin pre-clinical testing next year in the U.S. The goal is to have it on the market by 2018.

To conceive, women turn off the implant with a remote control; another click of the remote restarts it. After 16 years, it could be removed. Doctors could also adjust dosages remotely. Currently, no hormonal birth control lasts over five years.

The idea for the device originated two years ago in a visit by Bill Gates and his colleagues to Robert Langer’s MIT lab. Gates and his colleagues asked Langer if it were feasible to create birth control that a woman could turn on and off and use for many years. Langer thought the controlled release microchip technology he invented with colleagues Michael Cima and John Santini in the 1990s and licensed to MicroCHIPS might offer a solution.

Few private companies step up to the challenge of creating new contraceptives. MicroCHIPS’ timing could be good. An international coalition of governments, companies, philanthropies, and nonprofits recently committed to providing family planning to 120 million more women in the world by 2020.

More work remains before MicroCHIPS files an application with the Food and Drug Administration.

For example, it will be necessary to encrypt the chips to keep their wireless data flow private and secure.


From 2004: “Army Test in 1950 May Have Changed Microbial Ecology”

Serratia is a bacterium that some doctors and residents of the Bay Area have been familiar with for many years.

In 1950, government officials believed that serratia did not cause disease. That belief was later used as a justification for a secret post-World War II Army experiment that became a notorious disaster tale about the microbe.

The Army used serratia to test whether enemy agents could launch a biological warfare attack on a port city such as San Francisco from a location miles offshore.

For six days in late September 1950, a small military vessel near San Francisco sprayed a huge cloud of serratia particles into the air while the weather favored dispersal.

Then the Army went looking to find out where it landed. Serratia is known for forming bright red colonies when a soil or water sample is streaked on a culture medium — a property that made it ideal for the bio-warfare experiment.

Army tests showed that the bacterial cloud had exposed hundreds of thousands of people in a broad swath of Bay Area communities including Sausalito, Albany, Berkeley, Oakland, San Leandro, San Francisco, Daly City and Colma, according to reports that later were declassified. Soon after the spraying, 11 people came down with hard-to-treat infections at the old Stanford University Hospital in San Francisco. By November, one man had died. Edward Nevin, 75, a retired Pacific Gas and Electric Co. worker recovering from a prostate operation, had succumbed to an infection with Serratia marcescens that attacked his heart valves.

The outbreak was so unusual that the Stanford doctors wrote it up for a medical journal. But the medics and Nevin’s relatives didn’t find out about the Army experiment for nearly 26 years, when a series of secret military experiments came to light.

The Chronicle’s David Perlman, who reported on the revelations in 1976, found no evidence that the Army had alerted health authorities before it blanketed the region with bacteria. As the news surfaced, doctors started wondering whether the Army experiment that seeded the Bay Area with serratia two decades earlier might be responsible for heart valve infections then cropping up as well as serious infections seen among intravenous drug users in the ’60s and ’70s, said Dr. Lee Riley, a professor of infectious disease at UC Berkeley.

Before the 1950 experiment, serratia was not a common environmental bacteria in the Bay Area nor did it frequently cause hospital infections, Riley said.


Apple’s New iPhone, Made in China—By Robots

The worst kept secret of Apple and its Taiwanese manufacturer Foxconn isn’t their poor labor conditions. It isn’t even the fact that they use robots to help bring together all the pieces that make up an iPhone. It’s that their robots are now performing more and more human-like functions.

In the past, it’s always been people that put the finishing touches on the popular devices. Well, that’s all about to change.

Foxconn parent company Hon Hai is set to deploy an army of 10,000 assembly-line robots to help meet the demands of producing the highly anticipated iPhone 6. Hon Hai CEO Terry Gou revealed in a recent shareholder meeting that Apple would be the very first customer of Foxconn’s latest robots.

“Robots are going to enhance and speed up the manufacturing process,” said Tim Bajarin, CEO of market research firm Creative Strategies. “The really big issue here is that the demand for the iPhone continues to grow. It’s grown every quarter since it came out.”

From a business standpoint, it makes sense. “When you are dealing with creating millions of smart phones per month, efficiency is critical,” said Bajarin in an interview. “Robotics gives you that level of efficiency, which in the end, is very important for the bottom line.”

Throughout its various factories in China, Foxconn employs more than 1.2 million workers. They have reportedly hired an additional 100,000 workers in China — yes, human ones, to work alongside the robots.


U.S. Marines Test Robotic Mule at RIMPAC, Hawaii

US marines have tested a new robotic mule at the world’s largest international maritime warfare exercise in Hawaii.

The Legged Squad Support System (LS3) is operated by a sensor strapped to a human foot.

The Rim of the Pacific (RIMPAC) exercise takes place every year at the Kahuku Training Area in Oahu.


Electronic Health Records Ripe for Theft

America’s medical records systems are flirting with disaster, say the experts who monitor crime in cyberspace. A hack that exposes the medical and financial records of hundreds of thousands of patients is coming, they say — it’s only a matter of when.

As health data become increasingly digital and the use of electronic health records booms, thieves see patient records in a vulnerable health care system as attractive bait, according to experts interviewed by POLITICO. On the black market, a full identity profile contained in a single record can bring as much as $500.

For military snipers, acquiring moving targets in unfavorable conditions, such as high winds and dusty terrain commonly found in Afghanistan, is extremely challenging with current technology. It is critical that snipers be able to engage targets faster, and with better accuracy, since any shot that doesn’t hit a target also risks the safety of troops by indicating their presence and potentially exposing their location.

The Extreme Accuracy Tasked Ordnance (EXACTO) system seeks to improve sniper effectiveness and enhance troop safety by allowing greater shooter standoff range and reduction in target engagement timelines. The objective of the EXACTO program is to revolutionize rifle accuracy and range by developing the first ever guided small-caliber bullet. The EXACTO 50- caliber round and optical sighting technology expects to greatly extend the day and nighttime range over current state-of-the-art sniper systems. The system combines a maneuverable bullet and a real-time guidance system to track and deliver the projectile to the target, allowing the bullet to change path during flight to compensate for any unexpected factors that may drive it off course.

Technology development in Phase II included the design, integration and demonstration of aero-actuation controls, power sources, optical guidance systems, and sensors. The program’s next phase includes a system-level live-fire test and technology refinement to enhance and improve performance.

Binney: “The NSA lies about what it stores.”

William Binney is one of the highest-level whistleblowers to ever emerge from the NSA. He was a leading code-breaker against the Soviet Union during the Cold War but resigned soon after September 11, disgusted by Washington’s move towards mass surveillance.

On 5 July he spoke at a conference in London organised by the Centre for Investigative Journalism and revealed the extent of the surveillance programs unleashed by the Bush and Obama administrations.

“At least 80% of fibre-optic cables globally go via the US”, Binney said. “This is no accident and allows the US to view all communication coming in. At least 80% of all audio calls, not just metadata, are recorded and stored in the US. The NSA lies about what it stores.


A Shortage of Scientists and Techies? Think Again

A common refrain among corporate and political leaders is that the U.S. needs more engineers, scientists and other workers with the kind of specialized expertise needed to boost economic growth. And that assessment plays a part in a range of public policy debates, from how to change the nation’s immigration laws to how to energize job-creation.

But new federal data suggest that idea is largely a myth, and it raises questions for students who are planning their careers. Roughly three-quarters of people who have a bachelor’s degree in science, technology, engineering and math — or so-called STEM fields — aren’t working in those professions, the U.S. Census Bureau said Thursday.

Citing statistics from its most recent American Community Survey, the bureau found that only about half of engineering, computer, math and statistics majors in the U.S. had jobs in their chosen field. Science grads fared even worse: Just 26 percent of physical science majors and 15 percent of those with a diploma in biology, environmental studies or agriculture were in a STEM-related occupation.

It’s worth noting that unemployment among people with STEM degrees is considerably lower than for the general population of workers. As of 2012 (the latest year with available data), only 3.6 percent of college graduates between the ages of 25 and 64 were without a job, according to the Census Bureau, compared with 6.1 percent for the broader U.S. workforce.

Yet those grads aren’t necessarily working in a STEM job, notes Liana Christin Landivar, a sociologist in the Census Bureau’s industry and occupation statistics branch.
